City of Detroit & Development Partners Break Ground on 900 Tuscola, Bringing 67 New Affordable Homes to Midtown

City officials and development partners are excited to announce the start of construction at 900 Tuscola @ Midtown West. 900 Tuscola is a new mixed-use affordable housing development in Midtown Detroit that will deliver 67 income-restricted apartments and ground-floor neighborhood retail space. The project is a major step forward in the City's ongoing strategy to expand high-quality affordable housing in growth areas while ensuring Detroiters of all income levels can remain in their communities.

Developed by Procida Development Group LLC and constructed by Monahan Procida LLC, 900 Tuscola was designed through a collaborative effort between Detroit based firms VolumeOne Studios & McIntosh Poris. The five-story development will feature 1,000 square feet of retail, 63 parking spaces, and resident amenities including a community room, fitness center, and outdoor recreation area. The design team was supported by Kem-Tec, Stonefield Engineering, ASTI Environmental, SME, Sellinger Associates, Eco Achievers, IMEG & ETS Engineering.

"Procida is excited to continue its work at Midtown West. 900 Tuscola represents the next step in an almost 10-year public private partnership," said Mario Procida, President & CEO of Procida Construction. "We are grateful to have the support of the City, MSHDA, Bank of America, Cedar Rapids and the countless others who helped bring this project one step closer to completion."

This project is the 2nd phase of the Midtown West development, that includes Fourth & Selden, a 26-unit development built during COVID which features community focused retailers like the Motor City Match Recipient's Detroit Dance Center & Dose Café.

The City of Detroit is supporting 900 Tuscola with $1.73 million in funding, including $1.53 million in HOME funds and $200,000 from the Affordable Housing Development & Preservation Fund. The preservation fund contribution creates a special rental assistance reserve, allowing some units to be made affordable to very low-income households and ensuring deeper affordability for Detroiters most in need.

"This groundbreaking reflects Detroit's commitment to building a city where everyone has a place," said Julie Schneider, Director of the Housing & Revitalization Department. "900 Tuscola brings deeply affordable homes to a growing neighborhood and demonstrates the power of strong public-private partnerships to deliver opportunity, stability, and community."

Affordability Designed for Detroiters

All 67 units in the development will be affordable, serving households across a range of income levels:

30% AMI | 13 units

40% AMI | 13 units

60% AMI | 7 units

70% AMI | 21 units

80% AMI | 13 units

The City's rental reserve support will ensure that some 40% AMI units are offered at 30% AMI rent levels, making deeply affordable homes available in one of Detroit's fastest-growing neighborhoods.

The 900 Tuscola development is made possible through a broad partnership of public, private, nonprofit, and financial institutions working together to expand affordable housing in Detroit. "At NEF, we value developing strong, dynamic partnerships that lead to mission-oriented, socially impactful outcomes," said Emily Chen, managing director, east region at National Equity Fund. "Our long-time partners at Procida have proven to be intentional in their work, which allows us to strategically invest in communities that desperately need more affordable housing. 900 Tuscola represents a steadfast and purposeful approach to developing high-quality, stable housing that will empower residents to reach their full potential."

This multi-layered financing strategy ensures long-term affordability, financial sustainability, and reinvestment into Detroit neighborhoods.

A Strategic Investment in a Growing Neighborhood

Located near major transit lines, Wayne State University, Detroit Medical Center, Little Caesars Arena, JHub Detroit, and local businesses, the development places residents within reach of job centers, education, healthcare, and cultural institutions.

The building is being constructed to National Green Building Standards, promoting long-term sustainability and lower utility costs for residents.

Construction is expected to be completed in 2027.
