Sparks, NV - The following are highlights from the October 13, 2025, Sparks City Council meeting.

Announcements, Presentations, Recognition Items, and Items of Special Interest:

  • City Manager Dion Louthan announced one vacancy for the Sparks Civil Service Commission for a partial term ending June 30, 2026. Commissioners must be Sparks residents and cannot be a city employee or related to one within the third degree of consanguinity. Applications will be accepted until 5 p.m. on October 30, 2025, and can be found at cityofsparks.us/getinvolved.
  • Kristen Kennedy, Executive Director of the Domestic Violence Resource Center, gave a presentation about their new building project, services, and community awareness efforts.
  • Mayor Ed Lawson proclaimed the month of October as Domestic Violence Awareness Month to raise awareness, honor survivors, and promote community efforts to break the cycle of abuse.
  • Mayor Ed Lawson proclaimed the month of October as Community Planning Month to highlight the vital role planning plays in shaping our community.

General Business

Council approved:

  • A $1,464,674.00 construction contract with Sentinel Builders, LLC., for the Golden Eagle Regional Park Fields 11, 12, 15 Outfields Synthetic Turf Replacement Project.
  • An $1,897,438 amendment to a Consulting Agreement with Jacobs Engineering Group, Inc. and the City of Reno for Design and Construction Manager at Risk Support Services for the Truckee Meadows Water Reclamation Facility Dewatering Building Project. The total agreement amount is $5,963,934, with Sparks' share being $595,226.30.
  • The $600,000.00 agreement with Keller Associates and the City of Reno for design engineering services for the Truckee Meadows Water Reclamation Facility Thickened Primary Sludge Pumping Improvements Project. Sparks' share is $188,220.00.
  • The $382,795.12 purchase of two International CV515 SFA dump trucks with accessories as part of the Fleet Replacement Program.
  • The $260,029.57 purchase of a Multihog CV 350 Compact Multi-Purpose sweeper with attachments as part of the Fleet Replacement Program from Municipal Maintenance Equipment.
  • The $244,234.03 purchase of a hardware and software retrofit for CCTV Unit 4801 from Municipal Maintenance Equipment as part of the CIP.

Planning and Zoning Public Hearings and Action Items

Council held public meetings and:

  • Approved the adoption of a resolution to certify a Comprehensive Plan amendment to change the land use designation from Intermediate Density Residential to Commercial and rezoning from Multi-Family/Planned Unit Development to Professional Office on a 0.79-acre site located at 2301 Sparks Boulevard.
  • Affirmed the Sparks Planning Commission's decision to deny Variance V25-0001 without prejudice, as the property does not present unusual size, shape, dimension, or topography or otherwise demonstrate that compliance with the Sparks Municipal Code setback requirements presents a peculiar or exceptional practical difficulty or exceptional or undue hardship.
