Brigadier General Kevin L. Cotman was born and raised in Hampton, Va. He was commissioned in the Quartermaster Corps through the United States
Military Academy in 1994. He assumed command of Defense Logistics Agency Distribution on July 22, 2025.
His first duty assignment was to the 24th Corps Support Group, Fort Stewart/ Hunter Army Airfield, Georgia, where he served as Executive Officer,
Headquarters and Headquarters Company, 260th Quartermaster Battalion, Platoon Leader and then Executive Officer, 110th Quartermaster Company
and Battalion S-1, 260th Quartermaster Battalion.
Cotman later served as the Petroleum Officer for 8th United States Army, Yongsan Garrison, Republic of Korea. Next, he was assigned to Fort Lee, Virginia, where he served as a Petroleum and Water Instructor and later commanded the 16th Quartermaster Company, 49th Quartermaster Group. After command, he completed Training with Industry with the ExxonMobil Corporation. He then served in the 2d Infantry Division, Camp Casey, Republic of Korea, as the Division Support Command Materiel Management Officer.
Following reassignment to Fort Bragg, North Carolina, Cotman was assigned to the 82nd Airborne Division. He initially served as the Battalion Operations Officer, 307th Forward Support Battalion. He was then assigned to the 782nd Main Support Battalion, 82nd Airborne Division as the Support Operations Officer. He later returned to the 307th Forward Support Battalion and deployed to Operation Enduring Freedom as the Materiel Management Officer. In the newly transformed, 307th Brigade Support Battalion, he served as Battalion Operations Officer, concluding his duty as the Battalion Executive Officer during Operation Iraqi Freedom.
He was then assigned as the Executive Officer to the Vice Director of the Army Staff and later served in the Joint Staff J-4 Logistics Directorate. Next, he commanded the 82nd Brigade Support Battalion, 3rd Brigade Combat Team, 82nd Airborne Division. After completing battalion command, he served as the Senior Sustainment Observer, Coach, Trainer at the Joint Readiness Training Center, Fort Polk, Louisiana. He then returned to the Republic of Korea where he served as the Chief, Plans and Exercise Division, United States Forces Korea J4. He then assumed command of Defense Logistics Agency Energy Americas, Houston, Texas. After command, he served as the Force Development-Logistics Division Chief, HQDA G-8. His next assignment was as the Executive Officer to the Deputy Chief of Staff, G-4. Prior to his arrival at DLA Distribution, he served as the Commanding General, 593rd Expeditionary Sustainment Command, Joint Base Lewis-McChord, Washington.
Cotman holds a Master's Degrees in Business Administration from Webster University and National Resource Strategy from the Dwight D. Eisenhower School, National Defense University.
His awards and decorations include the Defense Superior Service Medal, Legion of Merit, Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal, Senior Parachutist Badge, Combat Action Badge, Joint Chiefs of Staff Identification Badge and Army Staff Identification Badge.
Navy Capt. Phoebe Tamayo, a native of Long Beach, California, graduated from the University of California, Irvine, in June 1998, where she earned a bachelor's degree in psychology and social behavior. In February 1999, she was commissioned through Officer Candidate School in Pensacola, Florida, and holds a Master of Science in business organizational management with a concentration in human resource management from the University of La Verne.
She assumed command of Defense Logistics Agency Distribution San Diego in June 2024.
Tamayo has served in various key leadership positions afloat and ashore. Her initial assignment was as the disbursing officer and sales officer on the USS Oak Hill, a dock landing ship stationed in Little Creek, Virginia, from 1999 to 2001. She then served as the supply department head at Naval Air Reserve (NAVAIRES) Point Mugu, California, from 2001 to 2004. Upon graduation from her master's program, she was assigned to Cargo Handling Battalion 14 as the officer in charge at Port Hueneme, California, from 2004 to 2006.
She then served her department head tour on the USS Benfold, a guided missile destroyer, from 2006 to 2008. During this tour, she deployed in support of Operation Enduring Freedom and earned the Logistics Management Excellence Award, the Battle Efficiency Award and the Pacific Fleet Ship Store Excellence Award. Following this, she was assigned to Commander, Naval Surface Forces Pacific as the supply readiness officer for the cruiser class squadron and as the 1B1B program manager for Pacific Fleet guided missile cruisers, guided missile destroyers and frigates from 2008 to 2011. Upon completion of that tour, she returned to sea duty as the assistant supply officer on the USS Makin Island, an amphibious assault ship and the Navy's first hybrid-drive warship. She completed the ship's maiden deployment to the Middle East in support of
Operation Enduring Freedom from 2011 to 2013, during which she earned the Battle Efficiency Award and won the fiscal 2011 Food Service Captain Edward F. Ney Award.
Tamayo was assigned to Naval Supply Systems Command (NAVSUP) Global Logistics Support as the future operations officer and the deputy director for logistics programs from 2013 to 2016. This was followed by a tour at Naval Air Systems Command Patuxent River, Maryland, as the deputy business financial manager for the Unmanned Carrier Aviation (MQ-25) Program Office under the Program Executive Office for Unmanned Aviation and Strike Weapons and as the lead business financial manager for the Common Standards Interoperability program office from 2016 to 2018.
She then returned to sea duty and served as the supply officer on the USS Boxer, an amphibious assault ship, from 2018 to 2020. Under her leadership, her food service division won the fiscal 2019 Food Service Captain Edward F. Ney Award, the Logistics Management Excellence Award, the Pacific Fleet "Best of Class" Ship's Store Sales and Service Excellence Award and the Battle Efficiency Award. She then served as the deputy branch head for the Strategic Integration Branch within the Office of the Chief of Naval Operations (OPNAV) at the Pentagon, serving as the Program Objective Memorandum (POM) integrator for the logistics (N4) directorate from 2020 to 2023.
Navy Capt. Edelio P. "Del" Joloya, a native of Cavite, Philippines, holds a bachelor's degree in industrial engineering from the University of Santo Tomas in Manila, Philippines, and a master's degree in business administration from the Naval Postgraduate School in Monterey, California. Additionally, Joloya completed the Navy Business Resources Management Program at the University of Virginia's Darden School of Business. He is also a graduate of Dartmouth College's Tuck School of Business Executive Education Program.
Joloya started his career when he enlisted in May 1991. After basic training in San Diego, he served as an aviation support equipment technician on board the USS Peleliu, an amphibious assault ship. In August 2000, he was commissioned as an ensign through the Naval Officer Candidate School in Pensacola, Florida.
Upon commissioning, Joloya embarked on a series of leadership roles. He served on board the USS Bonhomme Richard, an amphibious assault ship, from 2001 to 2003 as the ship's aviation support officer. Following this tour, he transitioned ashore as an acquisition and contracting officer intern at Fleet and Logistics Center Puget Sound. In 2006, he deployed to Iraq serving as a contingency contracting officer with the Joint Contracting Command Iraq/Afghanistan.
In 2008, Joloya reported aboard the USS Pinckney, a guided missile destroyer, as the supply officer. During this tour, he supported Operation Enduring Freedom in the Persian Gulf and led his department to its first Logistics Management Excellence Award. From 2012 to 2014, he served on board the USS Kearsarge, an amphibious assault ship, as the assistant supply officer, overseeing material support during the ship's availability and subsequent deployment.
His career then brought him to Fleet Logistics Center San Diego in various leadership positions, after which he was selected as the deputy chief of staff for logistics for Expeditionary Strike Group 3. While in this critical role, he oversaw logistics support for the United States Naval Ship (USNS) Mercy, a hospital ship, during the pandemic and supported the Arctic Expeditionary Exercise Capability 2019. From 2020 to 2023, he served on board the USS Makin Island, an amphibious assault ship, as the supply officer.
His personal decorations include four Meritorious Service Medals, the Joint Service Commendation Medal, three Navy and Marine Corps Commendation Medals, two Navy and Marine Corps Achievement Medals and various campaign awards. He is a qualified naval aviation and surface warfare supply corps officer and is a member of the Defense Acquisition Corps.
DLA Distribution San Diego is located on Naval Base San Diego and performs standard distribution operations to include receipt, store, ship, and issue, with related functions to include transshipment, preservation, packaging, packing, and marking, Level 1 Sub-Safe Program, the Emergency Support Operations Center, Care of Supply in Storage, and reclassification. As a part of this mission, DLA Distribution San Diego, Calif., provides tailored distribution services through the Material Processing Center, which serves as a centralized receipt activity for afloat customers in the San Diego area.
Items processed at the distribution center include depot level repairable, electronics, hazardous material, ship and aviation repair parts, and small boats/amphibious craft. DLA Distribution San Diego, Calif., predominately handles Navy owned/managed material.
Among DLA Distribution San Diego, Calif., primary customers are the home-ported ships in San Diego and the major shore commands representing all services, Fleet Readiness Center Southwest (FRCSW), Southwest Regional Maintenance Center, and other smaller activities in the southwestern United States.
A large portion of DLA Distribution San Diego, Calif., business is receiving, storing, and issuing depot level repairable for FRCSW, which is one of the Navy's largest repair facilities.
