"Peter and Esther are retired and living in Orange County, California. They're on a limited income, and their health insurance costs are overwhelming. Peter has been trying to get his wife, Esther, on Medicaid so she can get the care she deserves without going bankrupt. But he keeps hitting roadblocks. The red tape, long lines, and staffing shortages are preventing Esther from even being considered for Medicaid coverage," said Representative Tran in his remarks. "I am here today because of people like Peter and Esther. They deserve better than this. Every American deserves better than this. While we're here fighting for health care, Republicans are fighting for billionaires. I'll keep fighting to make sure that people like Peter and Esther can afford the care they deserve."
In July 2025, Congressional Republicans passed H.R. 1, which slashed trillions in funding for Medicaid - leaving one-third of California's 45th Congressional district, or over 250,000 people, at risk of losing access to health care.
The government funding proposal passed by the Senate fails to permanently extend the Affordable Care Act's enhanced premium tax credits, causing health care costs to rise for 35,000 people in California's 45th Congressional district and pricing over 9,000 people out of their health insurance entirely.
Representative Tran remains committed to lowering health care costs and preserving vital access to health care for families in CA-45. In October, Tran stood with Planned Parenthood of Orange and San Bernardino Counties (PPOSBC)to highlight the devastating local impacts of Republican health care cuts that have forced the closure of PPOSBC's primary care service, leaving 13,000 patients across Southern California without access to basic medical care. Tran signed a letterto House Leadership urging the permanent extension of premium tax credits under the Affordable Care Act, and cosponsored H.R. 4849, the Protecting Healthcare and Lowering Costs Act,to codify those tax credits in law. Tran voted againstdismantling access to affordable health care and signed a discharge petition in the House to bring H.R. 2753, the Hands Off Medicaid and SNAP Act, to the House floor for a vote. He also introduced H.R. 4317, the bipartisan PBM Reform Act, alongside Representative Earl L. "Buddy" Carter (R-GA-01), to encourage transparency and accountability in pharmacy benefit managers' (PBM) practices and lower the cost of prescription medication for hard-working families. Tran co-leads H.R. 4641, the Keep Kids Covered Act,with Representative Kathy Castor (FL-14), which would reduce the cost of healthcare for parents by ensuring continuous healthcare coverage for all children enrolled in Medicaid or the Children's Health Insurance Program (CHIP).
