The Association is testifying today on two important bills impacting credit unions and the members they serve. The Association is advocating for modernization of Maryland's credit union statute and raising significant concerns about a newly introduced Delaware bill that would alter interchange fee structures on credit card transactions.
Maryland: Technical Update to Credit Union Merger Statute
The Association is testifying before a House committee today in favor of a technical amendment to the Maryland Credit Union Act, which would align state law with federal merger voting requirements.
Under SB783, the Credit Union Merger Voting Alignment bill, only members of the merging credit union would be required to vote on a proposed merger, unless the Commissioner determines otherwise.
This update modernizes the state statute, reduces unnecessary administrative burden, and streamlines the merger process to better reflect current regulatory practice.
Delaware: Testimony Submitted Opposing HB 315
In Delaware, the Association, along with Delaware credit unions, has submitted written comments and will testify today before the House Economic Development, Banking, Insurance & Commerce Committee on HB 315, legislation that would amend state law to prohibit payment card networks from charging interchange fees on tips added to credit card transactions.
While the bill is intended to ensure tips fully benefit workers, the Association is cautioning lawmakers that the proposal would disrupt the complex economic and fraud-prevention systems that support secure electronic payments. The Association notes there is no clear evidence that the policy would meaningfully improve outcomes for workers or consumers.
