In light of developments in Cuba and the dire situation facing the Cuban people, the Governments of Brazil, Spain, and Mexico:

  1. Express our deep concern over the serious humanitarian crisis facing the Cuban people, and call for the adoption of the measures necessary to alleviate this situation and to avoid actions that worsen living conditions or run contrary to international law. We commit to increasing our coordinated humanitarian response to relieve the suffering of the Cuban people.
  2. Reiterate the need to respect international law at all times, and the principles of territorial integrity, sovereign equality, and peaceful settlement of disputes, as enshrined in the United Nations Charter.
  3. Reaffirm our unwavering commitment to human rights, democratic values, and multilateralism, and call for sincere, respectful dialogue in accordance with international law and the principles of the United Nations Charter. The goal must be to find a lasting solution to the current situation and to ensure that the Cuban people themselves decide their future in full freedom.
