Director-General of Thailand International Cooperation Agency attends the 9th International Meeting on Triangular Cooperation in Lisbon

On 29 - 30 October 2025, Mr. Chulvat Narinthrangura, Director-General of Thailand International Cooperation Agency (TICA), attended the 9th International Meeting on Triangular Cooperation, co-hosted by Camões - Instituto da Cooperação e da Língua, I.P., Ministry of Foreign Affairs of Portugal, and the OECD Development Cooperation Directorate (DCD) to exchange experiences and address challenges in implementing triangular development cooperation. The meeting was attended by more than 280 participants from 50 countries, including heads of development cooperation agencies, international organizations and private sector representatives.

The Director-General and Ms. Florbela Alhinho Paraíba, President of the Board of Directors of Camões, jointly signed a Memorandum of Understanding (MoU) between TICA and the Camões Institute on Triangular Co-operation in Third Countries. Both sides agreed to undertake development cooperation projects for Timor-Leste in key areas essential to its development, such as technical and vocational education and training (TVET), public health and fisheries. Both sides will work together to ensure tangible outcomes, which will be presented at the next meeting to commemorate the 10th anniversary of the Triangular Cooperation Meeting. Notably, Portugal has signed MoUs on Triangular Cooperation with two countries in Asia, namely Japan and Thailand.

In addition, the Director-General held a meeting with Mr. Carsten Staur, Chair of the OECD Development Assistance Committee (DAC). The DAC commended Thailand, recognizing it as a leading country that is actively and steadfastly engaging in development cooperation efforts. The DAC expressed hope that Thailand would play an increasingly significant role within the OECD DAC and conveyed its readiness to support Thailand's participation in the DAC as a Participant. The DAC also proposed an initiative for Thailand to serve as a leading country in promoting development cooperation in Southeast Asia and suggested co-hosting, with the OECD, a meeting of development cooperation agencies in Southeast Asia.
