Update on LLMD Assessment Refunds

Following the Thacker v. City of Fairfield Final Stipulated Judgment, the City has issued an update on expanded Landscaping and Lighting Maintenance District (LLMD) refunds authorized by the City Council on May 5, 2026.

The refunds cover assessments paid for tax years 2022-2023 through 2025-2026 in eligible districts: No. 1 - Gateway, No. 3 - Waterman Highlands, No. 6 - Peppertree Drive, No. 7 - Rolling Hills, No. 8 - Kolob Estates, No. 11 - Paradise Valley North, No. 12 - Downtown Business District, and No. 13 - Green Valley (formerly North Cordelia).

  1. Refunds will be issued in two categories:
    Automatic Partial Refunds: Based on the difference between the 1996 assessment rate and the rate actually levied.
  2. Claims for Full Refunds: Issued upon property owner request through a claims process.

The City is verifying data for 5,500 parcels with the Solano County Tax Collector and Assessor-Recorder. Because additional research is required for properties with ownership changes, refunds will be issued in two parts:

  • No change of ownership (approx. 70% of parcels): Issued by the end of July 2026.
  • At least one change of ownership (approx. 30% of parcels): Issued by the end of August 2026.
