Tunnel Vision: Anti-censorship Tools, End-to-End Encryption and the Fight for a Free and Open Internet

22.09.2025 Strategic Communications

Governments around the world are increasingly exerting control over the technology that people depend on to access the free and open internet.

Last June, the European University Institute (under the EU funded Global Initiative for the Future of the Internet-GIFI) and the Freedom House launched a new report exploring how global restrictions on anti-censorship and encryption tools are reshaping the landscape of internet freedom.

The report launch in Brussels was attended by 50+ representatives of the research and policy communities. It was followed by a closed-door roundtable, "Strengthening digital resilience and the internet freedom ecosystem," during which the report's authors and invited experts discussed concrete recommendations that could guide future actions, including those of the EU, in this domain.

The panel featured Ellis Mathews, Head of the Human Rights Division at the EEAS; Rüdiger Martin, Policy Officer for Internet Governance at the European Commission; Fereidoon Bashar, Executive Director of ASL19; Alena Epifanova, Research Fellow at the German Council on Foreign Relations; Ramsha Jahangir, Researcher and journalist at Tech Policy Press.
