2026 marks the start of China's 15th Five-Year Plan (2026-2030) and the begining of the second 50-year of diplomatic relations between China and Samoa. Standing at this historic juncture, ecological conservation has become the vital link deepening bilateral cooperation and securing a win-win future for both nations.
At the recently concluded Two Sessions (the annual meetings of the National People's Congress and the Chinese People's Political Consultative Conference), the Report on the Work of the Government explicitly deployed coordinated efforts to "reduce carbon emissions, cut pollution, expand green coverage, and promote growth," accelerating the comprehensive green transformation of economic and social development. The sessions also deliberated and adopted the Ecological Environment Code of the People's Republic of China, providing a legal framework for advancing ecological civilization in the new era.
As the world's largest developing country, China is guided by the Xi Jinping Thought on Ecological Civilization and is committed to building a modernization characterized by harmony between humanity and nature. This Thought not only charts a path for China, but also offers valuable insights for Samoa and other developing countries worldwide in addressing the climate change and achieving sustainable development.
I. The Light of Theory: The Dialectical Unity of "Lucid Waters and Lush Mountains" and "Valuable Assets"
Xi Jinping Thought on Ecological Civilization profoundly elucidates the symbiotic relationship between humanity and nature, embodying core values that integrate Eastern wisdom with a global perspective.
"Lucid waters and lush mountains are invaluable assets."This core concept thoroughly breaks the misconception of a dichotomy between development and protection, clearly stating that protecting the ecological environment is safeguarding productivity, while improving it is developing productivity. Samoa's swaying coconut groves, intertwined mountains and seas, and azure skies over turquoise waters constitute precious wealth upon which the Samoan people depend. Adhering to scientific conservation, orderly development, and green growth is the essential path for Samoa to build a beautiful homeland and achieve sustainable development.
"Harmony between humanity and nature." Xi Jinping Ecological Thought advocates "respecting nature, adapting to nature, and protecting it." This resonates deeply with Samoan tradition of "feagaiga" (covenant) and living in harmony with nature.
"Jointly advancing global ecological civilization." Facing climate change, a common challenge for all humanity, China upholds the vision of a community with a shared future for humanity, adheres to multilateralism, and actively participates in global environmental governance, making significant contributions to the sustainable development of humanity.
II. Vivid Practice: Deepening Cooperation Between China and Samoa in Green Fields
Xi Jinping Thought on Ecological Civilization originates in China but benefits the world.
Since 2012, China has afforested an area exceeding 700,000 square kilometers, accounting for approximately 25% of the world's newly added green space, making it the country with the largest and fastest increase in green coverage. By 2025, carbon dioxide emissions per 10,000 RMB (approximately 1,450 USD) of GDP had decreased by 5.0%. Green electricity accounted for nearly 40% of China's total electricity consumption, and the country has built the world's largest and fastest-growing renewable energy system. China supplies about 70% of the world's wind power equipment and 80% of its photovoltaic components, contributing to a reduction of over 60% in global wind power costs and over 80% in global solar power costs.
China actively supports the Food and Agriculture Organization of the United Nations (FAO) in advancing the "One Country One Priority Product" initiative in Samoa, helping the country promote the sustainable development of its cocoa industry.
On China's National Tree Planting Day in 2026, young diplomats from the Chinese Embassy and Samoan youth representatives planted trees together-symbols of friendship and hope.
Chinese agricultural experts stationed in Samoa have immersed themselves at the grassroots level, illuminating hopes for Samoan agricultural development and farmers' livelihoods through technical assistance.
Huang Bingchuan successfully cultivated the first oyster mushrooms ever produced in Samoa using a self-made sterilization device and materials. In May 2025, China released the China's Initiative on Deepening Cooperation with Pacific Island Countries on Combating Climate Change. A series of measures are being actively implemented, and the prospects for China-Samoa cooperation are broad.
Implementing cooperation projects that benefit people's livelihoods: Samoa is advancing its National Convergence Action Blueprint, which aims to build a resilient, equitable, and healthy food system through ecological agriculture and climate-smart innovation. China will continue to implement agricultural technology assistance projects, promote crop varieties and farming techniques adapted to climate change, and help Samoa reduce import dependence and enhance food self-sufficiency.
Sharing Green Development Experience: China's green development presents unprecedented opportunities for global ecological conservation and sustainable development. China and Samoa can strengthen cooperation in areas such as biodiversity and mangrove protection, plastic pollution control, and renewable energy utilization, while exploring nature-based solutions.
Building a Climate-Resilient Future: Since 1998, the Chinese government has provided annual funding to the Secretariat of the Pacific Regional Environment Programme (SPREP) to support Pacific island countries in addressing climate change and achieving sustainable development. In global climate change negotiations, China will continue to support the legitimate concerns of small island states and work together for the full implementation of the Paris Agreement.
