Board of Mortgage Loan Originators

The Board of Mortgage Loan Originators will be responsible for licensing mortgage loan originators and registering mortgage companies. The Board also has the authority to promulgate rules, enforce the license law, investigate complaints and impose discipline against its licensees.

Colorado Commission on Higher Education

Education Commission of the States

Geologic Storage Stewardship Enterprise Board

The State Board of Examiners of Water Well and Ground Heat Exchanger Contractors, expanding its regulatory scope to include ground heat exchanger systems. The State Engineer and the Board now share authority to regulate shallow geothermal operations, and the board adds a specialist member experienced in ground heat exchanger contracting.

Interstate Oil and Gas Compact Commission

The Interstate Oil and Gas Compact Commission assists member states to efficiently maximize oil and natural gas resources through sound regulatory practices while protecting our nation's health, safety and the environment. The Commission serves as the collective voice of member governors on oil and gas issues and advocates states' rights to govern petroleum resources within their borders.

Medical Services Board

The Medical Services Board adopts the rules and regulations that govern the operation of the Colorado Medicaid Program and Colorado Indigent Care Program. The Regulations adopted by the board will direct the efforts of the State in defining eligibility and the benefits for these programs, the rights and obligations of clients receiving benefits, and the payment of vendors providing health care services. The Board will also provide advice and consultation to the State Board of Human Services in connection with the administration of the Old Age Pension Health and Medical Fund.

Middle Income Housing Authority

The Middle Income Housing Authority (MIHA) was established by Colorado SB22-232 and amended by SB23-035 . MIHA is a special purpose authority independent from the state whose purpose is to promote affordable rental housing projects for the middle-income workforce throughout Colorado.

Nurse Physician Advisory Task Force for Colorado Health Care

Senate Bill 09-239 created the Nurse-Physician Advisory Task Force for Colorado Health Care

The Orphaned Wells Mitigation Enterprise imposes and collects mitigation fees, funds the plugging, reclaiming, and remediating of orphaned wells in the state, and ensuring that the costs associated with plugging, reclaiming, and remediating orphaned wells are borne by operators in the form of mitigation fees.

The Peace Officers Standards and Training Board oversees the certification of training

Postsecondary Talent Development Transition Advisory Committee

The Postsecondary Talent Development System Transition Advisory Committee develops recommendations for creating a unified statewide postsecondary talent development system that better aligns higher education, workforce training, and employment programs. The Committee evaluates state programs and governance structures, advises on the transition of workforce development functions, and submits recommendations to the Governor and General Assembly regarding the future organization and oversight of Colorado's talent development system.

State Board of Applied Behavior Analysts

Regulates applied behavior analysis (ABA) therapy in Colorado. Housed within DORA, the board licenses behavior analysts and assistant behavior analysts (requiring certification, background checks, and insurance), and can discipline or revoke licenses for misconduct. Starting July 1, 2028, practicing ABA without a license becomes a misdemeanor. The board's authority sunsets in 2031 unless renewed.

Its responsibilities encompass the evaluation of whether applicants are minimally qualified for licensure, the examination of such applicants, licensing, license renewal, setting policy with regard to the practice of the profession, consideration of complaints against licensees and those who may have practiced without a license, and disciplining those who have not complied with the law.
