San Rafael City Council Meeting Highlights

The San Rafael City Council will be meeting on Tuesday, March 2, at San Rafael City Hall, 1400 Fifth Avenue.

Meeting Details:

Closed Session: Begins at 5:00 p.m., in the Third Floor Conference Room, for conference with legal counsel on existing litigation

Regular Meeting: Begins at 6:00 p.m., in the Council Chambers

City Manager and Councilmember Reports:

  • Reports from the City Manager and Councilmembers, including updates on meetings and conferences attended.

Consent Calendar Highlights:

  • Final adoption of an ordinance amending the San Rafael Municipal Code to repeal the chapter 5.74 bail schedule for violations of the code, and chapter 5.48 regarding parking in off-street parking facilities

  • Proclamation in recognition of Women's History Month

  • Acceptance of the City's quarterly investment report for the quarter than ended December 31, 2025

  • Resolution authorizing the City Manager to execute a purchase order with KBM Hogue for the purchase of furniture for the Pickleweed Library

  • Acceptance of the 2025 Police Advisory & Accountability Committee Annual Report

  • Accepting completion of the Pickleweed Park Enhancement Project and authorizing the City Clerk to file the notice of completion

Other Agenda Items:

  • Resolution finding that the Canal Neighborhood Active Transportation Enhancement Project is exempt from the California Environmental Quality Act, and resolution approving and authorizing the City Manager to execute a program supplement agreement with Caltrans to receive state funds

  • Fiscal year 2025-26 mid-year budget update for the second quarter ending December 31, 2025, and approval of resolutions authorizing selected mid-year supplemental budget appropriations totaling $569,805

Paul Navazio Appointed Acting City Manager

This month, the City Council appointed Paul Navazio as Acting City Manager. Paul has served as San Rafael's Finance Director since July 2023, bringing over 30 years of experience in public finance and municipal management. Before joining San Rafael, Paul served as City Manager for the City of Woodland and as Assistant City Manager and Finance Director for the City of Davis.

Paul's focus will be on maintaining momentum on the City Council's priorities while ensuring long-term financial stability for City operations. The City's focus remains on delivering responsive services to the community, advancing key initiatives to enhance residents' quality of life, and maintaining effective, transparent operations.

Enhancing Safety on Starkweather Path

The City of San Rafael is proposing new lighting installations to improve safety along the Starkweather Path.

Why it matters: Enhanced lighting will provide safer navigation and a more inviting environment for all users.

  • Waist-high bollard lighting and overhead small-area lighting are being considered.

  • Light shields will direct illumination downward, minimizing impact on nearby areas.

Help Us Choose the 2026 Lineup for Movies in the Park!

The City of San Rafael Library & Recreation Department is inviting the community to vote on which movies they'd like to see at this year's Movies in the Park series. Your input will help us select fun, family-friendly films to enjoy under the stars this summer and fall.

This year, movies are planned at four parks on the following dates:

  • Victor Jones Park - August 28

  • Sun Valley Park - September 11

  • Terra Linda Park - September 25

  • Pickleweed Park - October 9 (en español)

Check out the survey to see all the films we're considering and cast your vote for your favorites. Simply rank your top choices for each park and submit your vote by March 15, 2026.

Disaster loan support after King Tides

Low-interest disaster loans are now available for eligible Marin County homeowners, renters, businesses, and nonprofits impacted by the January King Tides and flooding.

Why it matters: These loans offer essential financial relief, as the damage has met the State and Federal thresholds for assistance through the U.S. Small Business Administration.

  • Application deadlines are April 6, 2026, for physical damages and November 3, 2026, for economic injury.

  • Local Disaster Loan Outreach Centers will be open through March 3 to assist applicants.
