Schumer Explains Silicon Photonics Research And Development Is Critical To Move Data More Quickly To Power AI And High-Performance Computing

Schumer: More Fed $$ For GlobalFoundries To Grow In Capital Region!

U.S. Senator Chuck Schumer today announced that GlobalFoundries is receiving a letter of intent from the U.S. Department of Commerce to award up to $300 million in federal funding from Schumer's CHIPS & Science Law for accelerating domestic silicon photonics research and development to support artificial intelligence (AI) infrastructure.

"GlobalFoundries is powering the future of AI right here in the Capital Region. The silicon photonics that GlobalFoundries will develop in the Capital Region will help ensure AI and high-performance computing systems stay at the cutting-edge, which is critical to American competitiveness and national security," said Senator Schumer. "This critical research and technology development by GlobalFoundries is made possible by federal investment from my CHIPS & Science Law, which further positions Upstate NY as a global hub for semiconductor innovation and manufacturing. Together, we are writing the next chapter of American leadership in technology, proudly stamped 'Made in Upstate NY'."

Schumer explained this federal funding is critical for accelerating domestic silicon photonics research and development necessary to support increased workloads for AI. Specifically, this federal funding will support GlobalFoundries' work advancing next-generation optical materials, wafer technologies and advanced packaging across its facilities in Malta, NY and Burlington, VT. By using light instead of electric signals to move data, silicon photonics developed by GlobalFoundries will be able to deliver more power at greater efficiency for AI advanced computing systems.

Schumer has long supported GlobalFoundries' growth in the Capital Region, delivering a CHIPS award of $1.5 billion in direct funding through the bipartisan CHIPS & Science Law he initiated and successfully passed into law. The funding is supporting the expansion of GlobalFoundries' existing fab in Malta, NY, and the construction of a second, state-of-the-art fab at the same site, in addition to the modernization of the company's current facility in VT, all of which will create thousands of new, good-paying manufacturing and construction jobs. GlobalFoundries then secured an additional $75 million in CHIPS funding to make a $3 billion investment to create a first-of-its-kind advanced chip packaging facility at its Saratoga County location, thanks to Schumer's CHIPS & Science Law, and an additional $375 million from the CHIPS & Science Law to launch Quantum Technology Solutions, a new quantum business within GlobalFoundries that will position America at the forefront of technology innovation.

Thanks to Schumer's CHIPS & Science Law, Upstate New York has seen a major revival in tech manufacturing. In addition to massive federal funding for GlobalFoundries to grow in the Capital Region, IBM has finalized an agreement with the Commerce Department for $1 billion in federal CHIPS R&D funding, combined with an additional $1 billion in investment from IBM, to form a new entity to operate a secure 300mm quantum wafer fab at Albany NanoTech. Micron has broken ground and poured concrete for the start of construction of the first fab as part of a historic $100+ billion investment to build a cutting-edge memory chip complex in Central New York with the support of a $6.1 billion CHIPS direct funding award, combined with billions more in incentives through the federal semiconductor Investment Tax Credit. Corning Incorporated finalized a $32 million agreement to make a $315 million investment that would increase production at its Canton facility of specialized glass vital for the semiconductor industry. Edwards Vacuum is nearing completion of a new first-of-its-kind-in-the-country $300+ million dry pump manufacturing facility, supported by an $18 million CHIPS funding award. TTM Technologies, a printed circuit board manufacturer, just cut the ribbon on a new facility in Onondaga County, creating 400 good-paying jobs, made possible by $30 million in federal investment that Schumer delivered. Menlo Micro will invest $150 million to build its microchip switch manufacturing facility in Tompkins County, creating over 100 new, good-paying jobs. Schumer also secured a federal Tech Hub designation created in his CHIPS & Science Law for the Syracuse-Rochester-Buffalo Region to be a Semiconductor Superhighway, delivering $40 million in federal investment for workforce training, commercialization, and supply chain initiatives to support the chip industry's buildout across Upstate NY.
