Osceola Parking Garage Quickly Takes Shape in Downtown Clearwater

A New Structure Rises in Downtown

The Osceola Parking Garage is beginning to rise above downtown Clearwater as work progresses near South Osceola Avenue and Pierce Street.

This is one of the project's most visible construction phases. A large crane lifts concrete columns, beams, wall panels, stairs and parking deck/ramp sections from tractor-trailers while crews guide each piece into place. As the components are installed, the garage's frame and individual levels are becoming easier to see. Some components including foundations, have already been constructed on site, with others remaining like the ground level floor slab.

The rapid change is possible because most of the garage's structural frame is made from precast concrete.

What Is Precast Concrete?

Precast concrete is concrete that is poured into molds, reinforced and cured at a manufacturing facility before being transported to a construction site for installation. The finished components arrive ready to be positioned and connected to the rest of the structure.

This method differs from cast-in-place construction, which requires crews to build forms, pour concrete and allow it to cure at the project site. Using precast components reduces the amount of on-site formwork and curing time while providing consistency in their dimensions, strength and finish.

The method is well suited for parking garages, which use many repeating structural elements. It allows large sections of the frame to be assembled efficiently and gives the public a clear view of the building's size and layout as work progresses.

Once the precast frame is in place, crews will continue working on the garage's connections, utilities, interior features and exterior finishes.

About the Osceola Parking Garage

The city of Clearwater is building the garage at 155 S. Osceola Ave., near Coachman Park, The BayCare Sound, the Clearwater Main Library and other downtown destinations.

When complete, the garage will provide 397 public parking spaces and approximately 12,000 square feet of ground-floor retail space. The retail area is intended for uses such as restaurants, specialty shops and service-oriented businesses.

The project is designed to increase public parking capacity and improve access to downtown businesses, events and attractions. Creative Contractors Inc. is the construction contractor, and completion is expected in early 2027.

What to Expect Near the Site

As work continues, people traveling near the project may encounter large delivery trucks and crane activity. Drivers, pedestrians and bicyclists should use caution around the construction zone and follow posted signs and directions.
