WASHINGTON, DC - Today, Congressman Craig Goldman (R-TX) introduced the Zero-Based Regulatory Budgeting to Unleash American Energy Act, which codifies President Donald Trump's executive order that requires sunset clauses on all current and future energy regulations. This is the U.S. House companion to U.S. Senator Jim Risch's (R-ID) bill, which he introduced last year.
"Texas leads the nation in passing prudent energy deregulation policies. It's time for the federal government to follow Texas' example and make energy deregulation the national standard," said Congressman Goldman. "I'm excited to work with Senator Risch to codify this incredible executive order from President Trump. These policies will expedite project approvals, reduce wasteful spending, and lower energy costs for all Americans."

Background:
Decades of federal rulemaking have produced nearly 200,000 pages of regulations in the Code of Federal Regulations (CFR). The magnitude of federal regulations significantly restricts U.S. energy industry production and increases energy costs for Americans.
On April 9, 2025, President Trump issued an executive order to repeal the burdensome regulatory framework that constrains Americans' prosperity. This bill would codify that executive order, making deregulation the status quo for America's energy industry.
This bill is co-sponsored by Reps. August Pfluger (TX-11), Dan Crenshaw (TX-02), Beth Van Duyne (TX-24), Randy Weber (TX-14), Anna Paulina Luna (FL-13), Barry Moore (AL-01), and Pat Harrigan (NC-10).
