Notice for Public Comment and Hearing: 2025 Consolidated Annual Performance and Evaluation Report

The Columbia City Council will hold a Public Hearing on March 16, 2026, at 7:00 p.m. in the Council Chambers of City Hall, 701 E. Broadway, to consider and receive public comment on the City's 2025 Consolidated Annual Performance and Evaluation Report (CAPER). The purpose of the CAPER is to detail the City's accomplishments in carrying out projects in 2025 using Community Development Block Grant (CDBG) funds and HOME Investment Partnerships Program (HOME) funds, and to report accomplishments associated with all other HUD-funded community development activities. The report includes fair housing actions taken by the City, funds leveraged, and actions taken that affect the homeless, those at risk of becoming homeless, and the special needs population, particularly those with disabilities.

Copies of the draft documents are available at 11 North 7th St., Columbia, Missouri. Public comments will be accepted on the 2025 CAPER from 8:00 a.m. on March 3, 2026, until 8:00 a.m. on March 23, 2026. After the Public Comment Period and Hearing, the 2025 CAPER will be submitted to the U.S. Department of Housing and Urban Development (HUD) for approval, along with public comments received and responses to those comments.
