Business Employment Dynamics in Ohio - Third Quarter 2025

From June 2025 to September 2025, gross job losses from closing and contracting private-sector establishments in Ohio were 255,285, while gross job gains from opening and expanding private-sector establishments were 244,141, the U.S. Bureau of Labor Statistics reported today. Assistant Commissioner for Regional Operations Michael Hirniak noted that the difference between the number of gross job gains and the number of gross job losses yielded a net employment loss of 11,144 jobs in the private sector during the third quarter of 2025. (See table 1.) During the previous quarter, gross job losses exceeded gross job gains by 8,326. (See chart 1.)

The change in the number of jobs over time is the net result of increases and decreases in employment that occur at all private businesses in the economy. Business Employment Dynamics (BED) statistics track these changes in employment at private-sector establishments from the third month of one quarter to the third month of the next. The difference between the number of gross job gains and the number of gross job losses is the net change in employment. (See the Business Employment Dynamics Technical Note.)

Gross job losses

In the third quarter of 2025, gross job losses represented 5.3 percent of private-sector employment in Ohio; nationally, gross job losses accounted for 5.7 percent of private-sector employment. (See chart 2.) Gross job losses are the result of contractions in employment at existing establishments and the loss of jobs at closing establishments. In Ohio, contracting establishments lost 219,470 jobs in the third quarter of 2025, a decrease of 2,758 jobs from the prior quarter. Closing establishments lost 35,815 jobs, a decrease of 931 jobs from the previous quarter.

Gross job gains

In the third quarter of 2025, gross job gains represented 5.1 percent of private-sector employment in Ohio; nationally, gross job gains accounted for 5.6 percent of private-sector employment. (See chart 3.) Gross job gains are the sum of increases in employment due to expansions at existing establishments and the addition of new jobs at opening establishments. In Ohio, gross job gains at expanding establishments totaled 206,187 in the third quarter of 2025, a decrease of 7,531 jobs compared to the previous quarter. Opening establishments accounted for 37,954 jobs gained in the third quarter of 2025, an increase of 1,024 jobs from the previous quarter.

Industries

Gross job losses exceeded gross job gains in 8 of the 11 published industry sectors in Ohio in the third quarter of 2025. Manufacturing had the largest over-the-quarter net job decrease, with a loss of 5,858 jobs. This was the result of 15,338 gross job gains and 21,196 gross job losses. The leisure and hospitality industry had a net loss of 5,293 jobs. Education and health services showed a net gain of 2,166 jobs, the largest gain of any sector in the state. Ohio's transportation and warehousing industry sector had a net gain of 2,145 jobs.
