H.R. 7681 is already building momentum from outside organizations and industry stakeholders.

BACKGROUND
The HSA's For All Act would decouple HSAs from high-deductible health plan requirements, allowing anyone enrolled in an Affordable Care Act plan or an employer-sponsored health plan to open and contribute to an HSA. By broadening eligibility, the legislation promotes consumer choice, strengthens financial security, and helps reduce long-term healthcare costs.
Expanding HSA access is a practical step toward a more patient-centered healthcare system, one that prioritizes affordability, flexibility, and empowerment for hardworking families.
