KLAMATH COUNTY NOTICE OF PROPOSED TITLE III PROJECTS SECURE RURAL SCHOOLS AND COMMUNITY SELF-DETERMINATION ACT
This notice starts a 45-day public comment period for projects being considered for funding under Title III of the Secure Rural Schools and Community Self-Determination Act as renewed in Public Law (PL) 115-141. The grant period is anticipated to start on mid-April, 2025. The projects under consideration and their descriptions are shown below:
Activities under the Firewise Community Programs:
• Rocky Point Firewise Connection/Rocky Point Fire & EMS: Mitigation for High Rated Properties in Rocky Point, $155,900 - Utilizing the Oregon Statewide Wildfire Hazard Map 2024 and the newly created Rocky Point Community Wildfire Protection Plan RPCWPP, identify properties with structures rated as HIGH and mitigate the wildfire risk through fuels reduction activities.
• Odell Lake Homeowners Association: Odell Lake Firewise Brush and Ground Debris Removal, $120,000 - OLHA recently became a Firewise community (June 2024) and is engaging in extensive Firewise education efforts with cabin owners located on permitted lots on Deschutes National Forest Service land around Odell Lake.
Search and Rescue and Other Emergency Services:
• Central Cascades Fire & EMS: Central Cascades Fire & EMS Brush Engine, $100,000 - Purchase, outfit and equip a heavy duty 4-door, 4-wheel drive, all weather all terrain response pickup for use as a wildland fire engine/ brush engine and staff emergency response vehicle to be used for staff transportation and response to wildland, structure and vehicle fires, emergency medical, search and rescue and vehicle extrication response calls in the Central Cascades Fire & EMS District and surrounding mutual aid districts as well as the Deschutes and Willamette National Forest lands.
• Klamath County Fire Defense Board: Klamath County Fire Defense Board and Emergency Services, $400,000 - These funds will be used to reimburse Klamath County FDB members; Cascade Fire & EMS, Crescent RFPD, Chemult RFPD Outback RFPD, Rocky Point RFPD, Chiloquin Fire & Rescue, KCFD#3, Bly RFPD, KCFD#5, Bonanza RFPD, Malin RFPD, Merrill RFPD, KCFD#1, KCFD#4, Kingsley FD and Keno RFPD: for Firefighting, Search and Rescue and other Emergency Services that are performed on Federal Lands after the date of which the use approved and paid for by the participating county.
• KC Fire District 1 and the Klamath County Fire Defense Board: Responder Radio Programming, $5,250 - The KCFDB is requesting funding in order to continue to update radio communications to communicate effectively amongst agencies.
• Rocky Point Fire & EMS: Purchase reimbursement of Engine, $13,020.94 - This engine will enable RPF to provide fire response for BLM, ODF, Fremont Winema, and mutual aid to Klamath County.
• Klamath County Sheriff's Office: Klamath County Search and Rescue and Emergency Services, $600,000 - These funds will be used to reimburse Klamath County Sheriff's Office for Search & Rescue and Other Emergency Services that are performed on Federal Lands.
Develop Community Wildfire Protection Plans:
• Bly Rural Fire Protection District: Bly Pinecrest Fuel Break, $20,000 - Create a Fuel Break on the western perimeter of the at-risk Pinecrest Community by utilizing an excavator with a masticator head.
• Running Y Ranch Resort Owners Association Emergency Action Committee: Running Y Fire Mitigation Hwy 140 and Lower Cinnamon Teal Trail, $135,000 - Conduct fire mitigation next to highway 140 and along the lower Cinnamon Teal (walking path).
• Walker Range Fire Patrol: Shevlin Well Retrofit, $10,000 - Shevlin Well pond is available for multiple agencies for firefighting efforts to improve resiliency and safety on State, Federal and Private lands. Walker Range maintains the 100' x 100' pond and facility. This year it was discovered that a leak had developed. Future use as a dip pond for firefighting activities was negatively impacted due to this leak.
