WASHINGTON- Today, Representatives Kristen McDonald Rivet (MI-08), Mike Turner (OH-10), Haley Stevens (MI-11), and Claudia Tenney (NY-24) introduced the bipartisan Health Coverage Tax Credit Reauthorization Act. This bill would extend refundable health care tax credits for Delphi Salaried Retirees and other retirees whose pensions have been taken over by the Pension Benefit Guaranty Corporation (PBGC).
"Through no fault of their own, thousands of Michigan Delphi retirees were robbed of the retirements they earned. They did everything right - worked hard, played by the rules, saved. Now that they are retired, they shouldn't have to go back to work to afford to see a doctor," said Congresswoman McDonald Rivet. "Extending the Health Coverage Tax Credit will go a long way toward lowering health care costs for thousands of retirees in Michigan at a time when they really need it."
"The Health Coverage Tax Credit has been critical for Delphi Salaried Retirees and other Americans whose pensions and benefits were reduced through no fault of their own," said Congressman Turner. "These men and women deserve certainty, stability, and access to affordable health care. This legislation extends that support and helps ensure they are not left behind, and I will continue to fight for this until it is returned to them."
During the Great Recession, car parts manufacturer Delphi faced bankruptcy and was then acquired by General Motors. As part of GM's bailout, the PBGC took trusteeship of Delphi employees' pensions, including for a group of 21,000 salaried employees. Ultimately, the restructuring led to some retirees losing as much as 70% of their vested benefits.
The Health Coverage Tax Credit (HCTC) subsidizes more than 70% of the cost of health insurance premiums for individuals eligible for Trade Adjustment Assistance or who have had their defined-benefit pension plans taken over by the PBGC. The HCTC expired on December 31, 2021. The Health Coverage Tax Credit Reauthorization Act would renew the HCTC through January 1, 2030.
In 2025, Congresswoman McDonald Rivet introduced the bipartisan Susan Muffley Actto restore the pensions of over 21,000 Delphi Salaried Retirees, including over 5,800 retirees in Michigan.
