Five Non-Citizens Charged with Election Fraud Offenses

PHILADELPHIA - United States Attorney David Metcalf announced that five non-citizens have been charged with illegally voting or fraudulently registering to vote, despite knowing that they were not U.S. citizens. Under both federal and state law, only United States citizens may vote in Pennsylvania.

"Upholding the integrity of our electoral process is more than 'important' - it's critical to the wellbeing of our democracy," said U.S. Attorney Metcalf. "American citizens alone have the right to determine the outcome of our national elections."

"Every unlawful vote compromises the principle that elections must be decided by eligible American citizens," said HSI Philadelphia Special Agent in Charge Nathan Abel. "Voters deserve confidence that the law is enforced, and HSI will continue to investigate anyone who violates it."

Rosanny Fabre Villa, 28, of Reading, Pennsylvania, a citizen of the Dominican Republic and lawful permanent U.S. resident, was arrested and charged by indictment with making a false statement of citizenship in order to vote.

The indictment alleges that, on or about March 3, 2026, in Berks County, Pa., the defendant submitted a voter registration application that she knew was fraudulent, because on it she falsely claimed to be a United States citizen, when, as she knew, she was not a U.S. citizen.

If convicted, Villa faces a maximum possible sentence of a fine, five years in prison, or both.

Gavin Moir, 55, of Atglen, Pa., was charged by information with four counts of voting by an alien. The information alleges that the defendant, a citizen of Canada and lawful permanent U.S. resident, illegally voted in the 2022 and 2024 general elections, and the 2022 and 2026 primaries.

If convicted, Moir faces a maximum possible sentence of a fine, four years in prison, or both.

Antonio Lyttle, 68, of Philadelphia, Pa., was charged by information with voting by an alien. The information alleges that the defendant, a citizen of Jamaica and lawful permanent U.S. resident, illegally voted in the 2024 general election.

Widarto, 56, also of Philadelphia, was charged by information with voting by an alien. The information alleges that the defendant, a citizen of Indonesia and lawful permanent U.S. resident, illegally voted in the 2024 general election.

Eija Annikki Yaroma, 66, of Doylestown, Pa., was charged by information with voting by an alien. The information alleges that the defendant, a citizen of Finland and lawful permanent U.S. resident, illegally voted in the 2024 general election.

If convicted, Lyttle, Widarto, and Yaroma each face a maximum possible sentence of a fine, one year in prison, or both.

These cases were investigated by Homeland Security Investigations.

The charges and allegations contained in the indictment and informations are merely accusations. Every defendant is presumed to be innocent unless and until proven guilty in court.
