Democrats Consider Massive Tax Increase on California Businesses. The subcommittee heard from several progressive health advocates on employer-provided health care coverage. The advocates claimed that California businesses have too many part-time workers who are also enrolled in Medi-Cal, alleging that the private sector is "shifting" responsibility for healthcare to public programs. These advocates endorsed proposals that would require large employers to pay tax penalties for any employee on Medi-Cal. The additional tax revenue would then be used to expand Medi-Cal, which is already a $220 billion program. The subcommittee's Democrats appeared to embrace these tax proposals, which would saddle California's employers with yet another crushing tax, rather than reigning in out-of-control Medi-Cal spending. The subcommittee did not vote on the proposal at this hearing but may do so later in the budget process.
