Holiday Park Parking Garage P3 Process

The Holiday Park Parking Garage initiative will be discussed during the City Commission Conference Meeting on December 16, 2025, as part of the City's ongoing evaluation of unsolicited proposals submitted through the public-private partnership (P3) process.

This conference item is intended to provide the City Commission with a comprehensive look at the proposals received and the evaluation work completed to date. During the conference meeting, City staff will walk through the project history and key considerations, the City's financial advisor will present its third-party evaluation findings, and each proposer will present its qualifications, experience, project scope, and methodology.

The conference agenda includes the full staff memo and all supporting materials, including:

• The City's presentation outlining the project background and evaluation framework
• The independent financial analysis conducted by PFM Financial Advisors
• Each unsolicited proposal submitted to the City
• Individual presentations from all proposing teams

These materials are posted publicly with the conference agenda and are available for review in advance of the meeting.

Following the presentations, the City Commission is expected to vote on and rank the proposals at the evening's regular City Commission meeting, which begins at 6 p.m. with an additional opportunity for review and input from the public.
