City of Norman receives topmost review for public transit compliance

No deficiencies found by the FTA

The City of Norman has received a topmost review of public transit compliance through the Federal Transit Administration.

All transit agencies in the United States are reviewed every three years to ensure they are meeting Federal Transit Administration (FTA) requirements. This process is known as the "Triennial Review" - the FTA's official review and evaluation of agency compliance with federal requirements.

"Compliance is determined by examining award management - in terms of grant funding received - and program implementation practices," said Taylor Johnson, Transit and Parking Program Manager at the City of Norman. "The City's 2026 FTA Triennial Review focused on compliance in 21 areas and no deficiencies were found. To receive such a report is an exceptional outcome and I am thankful for all of the dedicated transit professionals who made it possible."

Branded as EMBARK Norman, the City of Norman provides five fixed routes within the city and a limited service route to the Moore Social Security Office. Paratransit service, or EMBARK Plus, is also provided for those with a functional disability unable to use the fixed route system. Operation of the City of Norman fixed-route and paratransit service is contracted out to EMBARK, OKC's public transit agency. The City of Norman performs contract oversight, grant management, and fleet maintenance internally.

"The results of this review are not possible without the diligent, daily work from City staff and our partners at EMBARK", said Scott Sturtz, Public Works Director, "The City's compliance with FTA requirements help ensure that our citizens are receiving quality transit services and that federal grants continue to be received to offset expenses."

City staff from various offices participated in the review process, to include personnel from the Fleet Division, Finance Department, City Attorney's Office, Facility Maintenance Division and Human Resources Department.
