Water is always top of mind at the Texas Water Development Board (TWDB) as the agency leads the state's efforts in ensuring a secure water future for Texas. As we begin a new year, we're highlighting some of the TWDB's top accomplishments in 2024.

Made the first financial assistance commitments from the Texas Water Fund

The Texas Water Fund, approved by voters through Proposition 6 on the November 2023 constitutional amendment ballot, authorized a $1 billion appropriation to fund water infrastructure upgrades, innovative water supply projects, and a statewide water public awareness program. The Texas Water Fund allows the TWDB to provide funding through certain existing financial assistance programs and the newly created New Water Supply Fund for Texas.

Adopted the first-ever state flood plan

In August, the TWDB adopted the 2024 State Flood Plan, providing the first-ever comprehensive statewide assessment of flood risk and solutions to mitigate that risk. The plan incorporates the findings of 15 regional flood plans and includes legislative and floodplain management recommendations to guide state, regional, and local flood control policy to reduce the risk and impact of flooding. To accompany the plan, the Interactive State Flood Plan Viewerenables users to take an in-depth look at the 2024 State Flood Plan data.

Made the first financial assistance commitments from the Lead Service Line Replacement Program and the Emerging Contaminants Program

The Infrastructure Investment and Jobs Act appropriated additional funding to the state revolving funds for lead service line projects and inventories as well as projects that address emerging contaminants. Utilities across the state, including the City of Brady, the City of Hawkins, the East Rio Hondo Water Supply Corporation, and others received financial assistance commitments for these types of projects last year.

Texas Water Data Hub catalog reached more than 250 data resources and applications

The Texas Water Data Hubserves as an intuitive system for water data producers and users to index, document, search, and access water data that spans entities, geographies, and disciplines. The Hub now contains more than 250 data resources and applications that offer a comprehensive range of water data, including surface water, groundwater, water quality, and natural hazards.

Achieved near-statewide coverage of Texas land parcel data and increased coverage of Texas address points

Annually, the Texas Geographic Information Office (TxGIO) collects, standardizes, and makes available a statewide land parcel and address point dataset used in flood modeling, community planning, emergency preparation and response, public safety, and many other applications. In 2024, the TxGIO produced the most comprehensive land parcel and address point datasets to date. The land parcel datasetcontains 13.8 million records spanning 253 counties, and the address point datasetcontains 11.3 million records spanning 252 counties.

Completed statewide Base Level Engineering to provide flood hazard information

Base Level Engineering (BLE) is a mapping and modeling approach that generates flood hazard data at various geographic scales such as community, county, watershed, and state level. BLE data is meant to complement current effective Flood Insurance Rate Maps to inform decisions of floodplain administrators, emergency managers, residents, business owners, insurance agents, and surveyors. Watershed models are currently available by request and will be available for download on FEMA's website later this year. Developed educational materials to support the water supply planning process

The TWDB works diligently to continually improve data collection, water science, and other tools in support of better planning. In 2024, the TWDB developed an interactive Conservation Information Dashboard for Water Supply Planning, which visualizes data from water use surveys, water conservation plans, water conservation annual reports, and the 2021 Regional Water Plans. To support outreach to small and rural entities, the TWDB also developed Water Supply Planning County Summariesto provide key water supply planning information for each of the 254 counties in Texas.
