Washington, D.C. (January 14, 2026) - The International Bridge, Tunnel and Turnpike Association congratulates honorary member and 2022 IBTTA past president Diane Gutierrez-Scaccetti, senior vice president and national practice consultant at HNTB, on being named the 2026 recipient of the Sharon D. Banks Award for Humanitarian Leadership in Transportation by the Transportation Research Board.
Gutierrez-Scaccetti's career spans more than 35 years in transportation and more than 40 years in public service. A New Jersey native, she previously served as commissioner of the New Jersey Department of Transportation from 2018 to 2024 and as chief of staff to Gov. Philip D. Murphy.
As IBTTA's 2022 president, Gutierrez-Scaccetti led the association during one of the most challenging periods in its history. Her presidential theme - resilience, leadership, opportunity - called on the IBTTA community to "do the job until it's done," inspiring members to sustain performance, strengthen teams and remain focused on delivering essential mobility.
"Diane's leadership leaves a lasting imprint on the IBTTA community and the tolling industry worldwide," said Wanda Klayman, deputy executive director of IBTTA. "She elevates our collective work beyond individual roles and reminds us to focus on the long-term impact our association has on the people we serve, the professionals we support and the communities that rely on user-based transportation."
Gutierrez-Scaccetti began her career at the New Jersey Turnpike Authority, where she served for 21 years and concluded as executive director. Her leadership included restoring confidence in the E-ZPass system, consolidating the Turnpike and Highway Authorities, and advancing the largest capital program in the agency's history. From 2011 to 2018, she served as executive director and CEO of Florida's Turnpike Enterprise, overseeing more than 500 centerline miles of roadway, managing more than $1 billion in annual revenue, and advancing SunTrax, a 2.25-mile transportation technology test track and research facility.
Throughout her career - and especially during her time with IBTTA - Gutierrez-Scaccetti has emphasized service, empathy and accountability, championing the association's annual service projects as a meaningful investment in the host communities that welcome IBTTA members each year.
She served on the TRB Executive Committee from 2019 to 2022 and as its chair in 2023. She holds a bachelor's degree from the University of Connecticut and a master's degree from Rutgers University.
