Mayor Mantello Announces $16.7 Million in State and Federal Funding to Replace 1,100 Lead Pipes

Mayor Mantello Announces $16.7 Million in State and Federal Funding to Replace 1,100 Lead Service Lines in the City of Troy

(TROY, NY) - Mayor Carmella R. Mantello today announced that the City of Troy has secured $16.7 million in new state and federal funding to replace approximately 1,100 lead service lines throughout the city. This significant investment marks another major step forward in Mayor Mantello's ongoing commitment to remove all lead pipes and protect public health for Troy residents.

To date, the city has replaced over 550 lead pipes funded through an original $12.8 million-dollar federal grant in May of 2024 on top of other funding. The city's lead pipe inventory sits at a strong 70.4% on public land and 56.2% on private land - done through aggressive potholing investigations to identify where lead pipes are located, as well as door-to-door outreach, and use of AI. In 2026, through a new multi-contractor RFP, the city will have 4 crews throughout the city replacing lead pipes simultaneously - which dramatically increases the rate in which lead pipes are replaced.

The funding will support the full replacement of lead service lines, helping ensure safer drinking water, improved infrastructure, and long-term health benefits for families across Troy. The project builds on the City's aggressive efforts to identify and eliminate lead service lines, prioritizing neighborhoods with the greatest need.

"Access to clean, safe drinking water is a basic right, not a privilege," said Mayor Carmella R. Mantello. "This $16.7 million investment brings us closer to fulfilling my promise to remove every lead pipe in the City of Troy. By replacing another 1,100 lead service lines, we are protecting our children, our families, and future generations while continuing to invest in the health and resilience of our community."

Mayor Mantello has made lead pipe removal a top infrastructure and public health priority, leveraging state and federal resources to accelerate progress and minimizing the financial burden on homeowners. The city will continue to work closely with state and federal partners to expand this effort until all lead service lines in Troy are fully replaced.

By replacing 1,100 additional lead service lines, the City of Troy will be more than halfway toward the goal of removing every lead pipe citywide, marking a major milestone in our commitment to safe drinking water for all residents.
