Local Leaders Break Ground on Park Avenue Apartments

Denver city officials joined the Colorado Coalition for the Homeless (CCH) to break ground on the Park Avenue Apartments, a new 60-unit permanent supportive housing development at 3721 N. Globeville Road. The project marks a major step in Denver's long-term strategy to expand deeply affordable housing and convert former emergency shelter sites into lasting community assets.

Scheduled to open in 2027, the four-story building will offer one-bedroom homes for individuals earning between 30% and 60% of the Area Median Income (AMI), including residents exiting homelessness. All units will be supported by project-based vouchers from the Colorado Department of Local Affairs (DOLA) Division of Housing. The transit-oriented location provides convenient access to downtown Denver, RiNo, Sunnyside, RTD bus service, grocery stores, and the South Platte River Trail.

"Permanent supportive housing is one of the most essential and challenging parts of the affordable housing spectrum," said Cole Chandler, Executive Director of HOST. " By transforming a former shelter site into high-quality, service-enriched homes, we're advancing Denver's vision of a city where every resident has a safe, stable place to call home."

The Park Avenue site previously operated as a non-congregate shelter during and following the COVID-19 pandemic, providing 103 rooms for individuals experiencing homelessness. With support from the City of Denver, CCH acquired the property in 2021 with the goal of redeveloping it into high-quality supportive housing. HOST contributed $5 million in American Rescue Plan Act funds for acquisition, $3.2 million in development funding, and $1.35 million for long-term supportive services.

Speakers at the event included leaders from CCH, DOLA, Denver City Council, HOST, and the Colorado Housing and Finance Authority. A check presentation with Wells Fargo highlighted the strong public-private partnership behind the project.

Park Avenue Apartments will feature trauma-informed design, shaped by input from people with lived experience, and include amenities such as a community kitchen, media lounge, computer lab, secured courtyard, bike storage, laundry lounge, and rooftop deck. CCH will provide comprehensive wrap-around services including behavioral health care, case management, addiction recovery support, job readiness training, and financial literacy. Lease-ups for the 60 new units will begin in 2027.

The development is one of many affordable housing efforts currently supported by HOST. Across the city, 1,561 affordable units with city financing are under construction or undergoing preservation, with an additional 403 affordable homes in the planning stage and expected to break ground within the next year.
