The City of Pearland is pleased to announce the appointment of Yesenia Spires as Director of Human Resources, following her service as Assistant Director of Human Resources for the City.
"Yesenia has long been a champion of people-first policies and sound HR practices," said City Manager Trent Epperson. "She brings both historical knowledge of Pearland's culture and the expertise needed to guide our growing workforce."
As Director of Human Resources, Spires will oversee the City's HR operations including benefits and payroll, employee relations, compliance with employment laws, civil service administration, and risk management. She will also serve as a strategic advisor to departments citywide, helping align HR practices with organizational goals.
Previously, Spires served as Human Resources/Civil Service Director and Risk Manager for the City of Seabrook, where she led HR policy development, implemented a citywide timekeeping system, and oversaw all risk management functions. Her earlier roles include HR Generalist for both the City of Friendswood and the City of Pearland.
"I've always felt a deep connection to public service and to Pearland," said Spires. "This opportunity allows me to serve a community I care deeply about and support the employees who make this city run."
Spires holds an Associate of Arts in Business Administration from the University of Phoenix. She is also a Certified Public Manager and holds an IPMA-SCP designation in public sector human resources.
