USDA Names Trump Administration Appointees to the Mississippi Farm Service Agency State Committee

Jackson, Miss. - Jan. 13, 2026 - The USDA Farm Service Agency (FSA) today announced the appointment of five leaders in agriculture to serve on the Mississippi USDA Farm Service Agency (FSA) state committee.

Members of the FSA state committee are appointed by Secretary of Agriculture Brooke L. Rollins and, in support of the Trump Administration's Farmers First commitment, members of the FSA state committee are responsible for the oversight of farm programs and county committee operations, resolving program delivery appeals from the agriculture community, maintaining cooperative relations with industry stakeholders and keeping producers informed about current FSA programs.

Each FSA state committee is comprised of three to five members including a designated chairperson. The individuals appointed to serve on this committee for Mississippi are:

  • Robert Jackson Moody, Chair (Louisville) - Moody is founder and operator of a farm he started in 1973 and continues to expand the operation. He also operated a cotton gin from 1992 through 2002. Moody previously served as chairman of the Winston County FSA county committee as well as chairman of the Mississippi FSA state committee during the first Trump Administration.
  • Gaines Scott Flowers, Member (Clarksdale) - Flowers is the managing partner of multiple farms where he oversees production of cotton, corn, and soybeans in the Mississippi Delta where he's responsible for crop marketing, crop insurance decisions, capital purchases, and financial management. He previously served as chairman of his FSA county committee and a member of the Mississippi FSA state committee during the first Trump Administration.
  • Roy Gale Martin, Member (Brandon) - Martin is a lifelong farmer. He manages a beef cattle and timber operation. He assists in the management of their brood cows and stocker calves in Rankin and Jasper counties. He is the past president of the National Association of State Conservation Agencies, Mississippi Cattlemen's Association, Mississippi Beef Council, and Mississippi FFA Foundation.
  • Andrew Page Prosser, Member (Madison) - Prosser is the operations manager for multiple farms where he oversees the family farming and processing operations. He is president of the Catfish Farmers of America and an executive board member of the Catfish Farmers of Mississippi.
  • Rita Rone Seward, Member (Lucedale) - Seward is co-owner of her farming operation. Her experience includes crop and cattle production and agritourism.

"These individuals, selected by Secretary Rollins in partnership with key stakeholders in each state, are held in high regard in the agriculture industry and are entrusted to ensure FSA programs are delivered in a manner consistent with federal farm policy and in the best interest of all agricultural producers in their state," said FSA Administrator Bill Beam. "Their appointment to the FSA state committee is a testament to their standing in the industry and their dedication to the agriculture industry, rural America and President Trump's America First, Farmers First policies."
