SAN DIEGO - Caltrans will close all lanes of State Route 78 (SR-78) between Interstate 15 (I-15) and North Broadway in Escondido on Thursday, March 4, and Sunday, March 8, from 10:00 p.m. to 5:00 a.m. for pavement maintenance.

  • Eastbound SR-78 Detour: Connect to southbound I-15, exit West Valley Parkway, turn left on North Broadway, and connect to eastbound SR-78.
  • Westbound SR-78 Detour: Turn right on North Broadway, turn left onto West El Norte Parkway, turn left onto southbound I-15, and connect on westbound SR-78.
  • I-15 motorists looking to head east on SR-78 can exit West Valley Parkway or West El Norte Parkway.

The SR-78 Asset Management Project will enhance a 17.7-mile stretch of State Route 78, from Interstate 5 in Oceanside to Broadway and Lincoln Parkway in Escondido.

This important effort is focused on preserving existing infrastructure, improving safety, and modernizing the corridor to meet current and future transportation needs. The project will rehabilitate pavement along the main roadway, shoulders, and freeway ramps to extend the life of the existing highway. Beyond resurfacing, the project incorporates a broad range of upgrades to improve performance, safety, and environmental conservation.

The total estimated cost for this project is approximately $126 million. Funding is provided through the State Highway Operation Protection Program, which includes $111.5 million in Federal funds, of which $9.2 million is allocated from the Infrastructure Investment and Jobs Act (IIJA) and $14.5 million in State funds.

This work will be performed at night under the protection of temporary freeway lane closures for enhanced crewmember protection and the safety of the traveling public. Nearby residents and businesses can expect increased traffic on the detour route, construction noise, and lights during this activity, including Occupational Safety and Health Administration (OSHA) required vehicle back-up alarms. Crews will work to minimize noise and impacts to all nearby communities.

Motorists are reminded to be Work Zone Alert if traveling in the area and to watch for highway workers and moving construction equipment.

The work schedule is subject to change due to weather conditions, traffic incidents, or other work-related reasons.
