Portland Police Bureau and City Partners Address Longstanding Nuisance Property in East Portland

The Portland Police Bureau's East Precinct Neighborhood Response Team (NRT), working in partnership with Portland Permitting & Development (PP&D), the Multnomah County District Attorney's Office, and neighborhood representatives, has taken action to address longstanding nuisance conditions at a property located at 3254 Southeast 111th Avenue (case number 26-232687).

The residence has been abandoned for several years and had become a frequent location for unlawful occupancy. Neighbors also reported ongoing criminal activity associated with the property, including stolen vehicles, drug dealing, and disturbances which repeatedly required the extensive and disproportionate use of police resources and negatively impacted the surrounding neighborhood.

Through coordinated efforts between the involved agencies and community members, on Thursday, August 27, 2026, two warrants were served at the property by members of the Portland Police Bureau's Special Emergency Reaction Team (SERT) and Crisis Negotiation Team (CNT). PPB's Police Unmanned Aircraft Systems (UAS) Program was also used to assist with the safe execution of the warrants.

PP&D served a Vacate Warrant, requiring anyone at the residence to leave the property and prohibiting reentry until identified code violations are addressed.

Operation Results

• 12 people in total were contacted and identified at the residence during the service of the warrants.
• 5 people were arrested:
  • 2 on active felony warrants.
  • 1 based on probable cause related to an ongoing stolen vehicle investigation in Gresham.
  • 2 additional subjects barricaded themselves inside the residence and refused commands to leave. Both attempted to escape through the back of the property. Both were taken into custody and charged with first-degree criminal trespass, interfering with a police officer, and third-degree escape. Both subjects had multiple felony warrants.
• 10 arrest warrants were cleared during the operation.
• 1 stolen vehicle was recovered from the property.

While officers were cleaning and searching the property, they located a stolen vehicle parked in the driveway. Four bottle-fed kittens were found inside the residence. Animal Control was consulted and responded to the scene and care for and take custody of the kittens.

The conditions inside the residence were extremely hazardous and unlivable. Due to the conditions, officers entering the residence were required to wear protective suits and respiratory protection to safely conduct their work.

East NRT and partner agencies are continuing to compile information regarding individuals detained during the operation, potential charges, and property recovered in connection with criminal activity at the location. Additional information will be released as it becomes available.

Following the operation, the property was fully boarded and secured to prevent further unlawful entry.

The Portland Police Bureau and its partner agencies will continue working with neighborhood residents to monitor the property and address continued unlawful activity. Anyone found unlawfully occupying or entering the property may be subject to arrest.

This operation demonstrates the impact of coordinated efforts between law enforcement, city and county agencies, and engaged community members to address persistent nuisance properties. Resolving these locations often requires significant planning, interagency coordination, and sustained follow-up to address both criminal activity and underlying property conditions.
