HCD Seeks Nonprofit Partner to Operate Mobile Shower Unit

The City of Tucson Housing & Community Development Department (HCD) is inviting nonprofit organizations to submit Letters of Interest (LOIs) to operate a mobile shower unit program serving individuals experiencing homelessness.

Through this initiative, the City will provide a mobile shower trailer at no cost to a selected nonprofit partner. The goal is to expand access to hygiene services, improve public health outcomes, and support outreach efforts among unsheltered Tucsonans.

The initial loan period for the unit is 36 months, with the possibility of renewal. While the City will provide the trailer and onboarding support, the selected organization will be responsible for all program operations, including staffing, transportation, supplies, water, wastewater disposal, and maintenance.

Eligibility: Applicants must be registered nonprofit organizations with demonstrated experience serving individuals experiencing homelessness and the capacity to operate a mobile hygiene program.

Submission Requirements: Interested organizations must submit a 2-4-page Letter of Interest outlining:

  • Organizational experience and capacity
  • Program implementation and funding approach
  • Proposed operations plan (locations, schedule, and service model)
