Notice of Utility Tariff Filing
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Hilcorp Alaska Gas Storage, LLC (Hilcorp Storage) filed TA3-787, requesting approval of its Firm Storage Service (FSS) Agreement with Chugach Electric Association, Inc. The FSS Agreement is a special contract under AS 42.05.361(a) and 3 AAC 48.390, and the Commission directed Hilcorp Storage to file signed FSS agreements as tariff advice filings in Order U-25-007(2). The FSS Agreement has an initial term of five years, beginning April 1, 2026, and allows for five twelve-month extensions. Hilcorp Storage requested an effective date of April 1, 2026.
The FSS Agreement provides for a total contract quantity and maximum storage quantity of 1.5 billion cubic feet (Bcf) in Year 1 of the initial term, 3.5 Bcf in Year 2, and 5 Bcf in Years 3-5; a contract injection quantity (CIQ) of 2.82 million standard cubic feet per day (MMscfd); and a contract withdrawal quantity (CWQ) of 3.42 MMscfd. The rates, charges, and fees are assessed in accordance with Hilcorp Storage's tariff, however, the FSS Agreement provides for the FSS reservation rate to be assessed to both the CIQ and CWQ.
