Report card on Gaza peace plan shows major failures from U.S. and Israel

PHILADELPHIA (October 13, 2026) One year since the "Comprehensive Plan to End the Gaza Conflict," the American Friends Service Committee (AFSC) has released a "report card" on the plan's progress. The report card evaluates implementation made by Israeli, Palestinian, and U.S. actors on each of the relevant points of the twenty point plan.

According to the assessment, the plan has largely been a failure. Israel has violated - and continues to violate - almost every provision of the agreement, while the United States has failed to deliver on any of its commitments. Hamas and the other Palestinian actors have largely upheld the terms they agreed to or are currently negotiating terms for implementation.

"The genocide in Gaza did not stop when the agreement was signed and it continues today," said Adam Shapiro, AFSC's Palestine Strategy Director. "That is not only a mark of failure, it calls into question the very purpose of the agreement in the first place. The 'Peace Plan' seemed to do nothing more than give governments the ability to turn away from the mass atrocities being committed against the Palestinian people, and allow Israel to continue its onslaught with impunity."

The Comprehensive Plan to End the Gaza Conflict is a multilateral agreement between Israel and Hamas and overseen by the United States. Coming into effect on October 10, 2025, the plan was supposed to include a ceasefire, reconstruction, access to food and healthcare, the withdrawal of the Israeli military to designated points, and the implementation of a civilian Palestinian administrative body and an "International Stabilization Force" for security. None of this has happened. While the scale of Israel's bombings has slowed, Israel has killed at least 1,460 Palestinians in Gaza since the ceasefire began. This brings the total number of people killed in Gaza to more than 75,000, with tens of thousands more likely still buried under the rubble.

Findings in the report card include:

• Israel has complied in full with only one point of the twenty point plan. This was point five, requiring the release of 250 Palestinian prisoners and 1700 Palestinians who had been detained. Many of those released were suffering injuries and ailments from abuse they suffered while detained.
• The plan calls for Gaza to be temporarily administered by an apolitical, technocratic committee that would oversee Gaza's municipal and public services. The National Committee for the Administration of Gaza (NCAG) was formed in January 2026, and Hamas relinquished control to NCAG on July 6. But the committee has not been able to assume this role because Israel is refusing to allow the members of the NCAG into Gaza.
• The plan calls for the resumption of humanitarian aid to previous levels, which would amount to about 600 trucks a day. Israel is allowing an average of only 217 trucks a day to enter.
• The plan says that "a Trump economic development plan to rebuild and energize Gaza will be created." Jared Kushner presented a $25 billion plan to develop Gaza's economy and reconstruction in January 2026 at Davos. The plan was made without consultation with Palestinians, and to date, no action has occurred to advance this plan, nor have any funds been pledged or collected.

Based on the almost total failure of the Peace Plan to achieve even its stated goals, the Report Card concludes that "States need to move past the Board of Peace and President Trump's 'ceasefire' as failed initiatives. Palestinians cannot wait until President Trump is out of office and cannot wait for Israel to stop on its own. At minimum, Palestinians should be provided with the opportunity to chart their own future for recovery in Gaza, without Israeli interference and supported by the international community."
