Healthcare leader with nearly 30 years of experience to drive operational excellence, patient access, and emergency care innovation across North Brooklyn

NYC Health + Hospitals/Woodhull is proud to announce the appointment of Clifford Miller as its new Chief Operating Officer (COO). With nearly three decades of experience, Miller brings a proven track record of operational leadership, emergency care innovation, and a deep commitment to serving at-risk communities. He began his new role on March 30, 2026.
Miller has served on Woodhull Hospital's executive leadership team for the past 11 years, most recently as Associate Executive Director of Emergency Services. In this role, he oversaw the day-to-day operations of the Emergency Department, Patient Transportation, Admitting, Social Services, Patient Relations, and the Administrator on Duty Program, while leading hospital-wide capacity management initiatives.
Throughout his career, Miller has championed Lean performance improvement strategies, significantly reducing Emergency Department overcrowding and improving patient throughput. Under his leadership, Woodhull Hospital's Emergency Department manages nearly 90,000 visits annually.

Prior to joining NYC Health + Hospitals, Miller spent 18 years within the New York-Presbyterian Healthcare System, including serving as Vice President of Emergency Services at Wyckoff Heights Medical Center, where he provided administrative oversight of emergency services, ambulance operations, admitting, patient relations, emergency preparedness, and community training programs.
A seasoned leader in crisis response, Miller has served as a member of hospital command staff during major citywide emergencies over the past 25 years, including September 11, the Northeast blackout, hazardous materials incidents, and mass casualty events. He has also led key initiatives, including regulatory readiness efforts, hospital mergers, and major Emergency Department expansion and renovation projects.
Beyond hospital operations, Miller remains deeply engaged in the community through his work with the Patient Advisory Council and Community Advisory Board, collaborating with elected officials, schools, and community organizations to promote health education and outreach.
His contributions have been widely recognized, including receiving the Health & Human Services Award from the Paul J. Cooper Center for Human Services and being named to "The Brooklyn Power List" by Schneps Media in 2024 for his impact and leadership within the community.
Miller holds a Master of Public Administration with a specialization in Healthcare and Emergency Management from Metropolitan College and a Bachelor's degree in Psychology from Queens College.
