PBOC and CSRC Issue the Measures for the Supervision and Administration of Financial Infrastructure
为落实《统筹监管金融基础设施工作方案》工作部署，加强金融基础设施统筹监管，建立健全安全高效的金融基础设施体系，中国人民银行、中国证监会印发了《金融基础设施监督管理办法》（中国人民银行 中国证监会令〔2025〕第7号，以下简称《办法》），自2025年10月1日起施行。
《办法》聚焦金融基础设施业务监管，健全金融基础设施运营、风险管理、公司治理等制度规则，明确系统重要性金融基础设施认定标准和宏观审慎管理要求，完善金融基础设施检查、处罚、恢复处置、退出等监管规定，实现金融基础设施监管标准统一，为金融市场安全稳健高效运行提供基础保障。《办法》共六章三十七条，包括总则、设立、运营要求、监督管理、法律责任、附则。
下一步，中国人民银行将会同中国证监会持续强化金融基础设施建设与统筹监管，推动形成布局合理、治理有效、先进可靠、富有弹性的金融基础设施体系，助力金融强国建设。
