CM/ECF Filing Access and District Court Annual Attorney Registration Fee

Attorneys who are unable to access CM/ECF or who have lost their e-filing privileges should verify their bar membership status with the U.S. District Court for the District of Connecticut.

The District Court's annual attorney registration fee is due by August 31 each year to maintain active membership in the District Court's bar. Pursuant to D. Conn. L. Civ. R. 83.1(c), failure to pay the annual registration fee may result in suspension of filing privileges and a change in an attorney's bar status from Active to Inactive.

An attorney with an Inactive bar status is not in good standing, does not have e-filing privileges, and may not appear or practice before the U.S. District Court or U.S. Bankruptcy Court for the District of Connecticut.

Restoring Active Status and CM/ECF Filing Privileges

Attorneys who have been designated Inactive for failure to pay the annual registration fee must address the outstanding fee with the U.S. District Court for the District of Connecticut.

• the annual attorney registration fee;
• payment of an outstanding registration fee; and
• restoration of Active status and filing privileges

Once the registration fee is paid (please only pay the fee once to the District Court), it may take up to 5 business days for the payment to clear, however, once cleared, your CM/ECF filing privileges for both courts will be restored.

Again, only pay the fee once. Refunds for overpayment are not permitted.

Please note: The annual attorney registration fee is administered by District Court, not the Bankruptcy Court. Questions regarding an attorney's bar status, the registration fee, or payment should be directed to the U.S. District Court.
