Removal of ETA from the EU list of terrorist organisations

Recent reports in the Spanish press claim that Pedro Sánchez's Socialist Party Government made an agreement with Bildu to remove terrorist group ETA from the EU's list of terrorist organisations[1].

ETA has carried out more than 3 500 attacks, leading to 7 000 victims and killing 856 people. Of those murders, 379 remain unsolved, as reported by the European Parliament[2].

Council Common Position 2001/931/PESC on the application of specific measures to combat terrorism included ETA and many of its members from the very beginning[3]. The most recent revisions, however, do not mention ETA or its members, which suggests that the Council has already made a decision based on a proposal from Sánchez's Government.

No information on the matter has been published in the media, nor has the Spanish Government or the Council released any kind of statement.

In light of the above, I would like to ask the Council:

  • 1.Is ETA currently on the EU's list of terrorist organisations?
  • 2.If not, when was ETA removed from the list? Are the minutes of the Council meeting at which that decision was made available?
