Thomas Bay Good Neighbor Authority Timber Sale

Notice of Timber Sale under AS 38.05.945 & AS 38.05.035(e). The State of Alaska, represented by the Alaska State Forester of the Department of Natural Resources, under the Thomas Bay Good Neighbor Authority (GNA) Supplemental Project Agreement (SPA) (16 USC 2113A) does hereby notify that the Division of Forestry & Fire Protection (DFFP) in cooperation with the United States Forest Service (USFS) is offering the following commercial timber sale for competitive sealed bid: Thomas Bay GNA Timber Sale (SSE-1400FS-K).
The DFFP is administering this timber sale under the Thomas Bay Alaska Harvest and Restoration GNA SPA for the USFS. The DFFP is soliciting proposals that would meet criteria outlined by the USFS, provide sustainable forest management and meet the requirements of harvest as identified under the USFS Project EA-FONSI. The DFFP is offering the USFS timber for sale under AS 38.05.120.
The Thomas Bay GNA Timber Sale is located within the Tongass National Forest, Petersburg Ranger District and is situated on forested uplands located between Thomas Bay and Fredrick Sound, approximately 11 air-miles northeast of Petersburg, Alaska. The sale includes approximately 396 acres in 35 timber harvest units. Access to the sale area is by boat or airplane to the Thomas Bay Log Transfer Facility (LTF); USFS mainline roads lead from the LTF to the timber sale area. The timber sale is comprised entirely of young growth Sitka spruce and western hemlock timber containing approximately 9,824 MBF of Number 3 and better sawtimber. Another 946 MBF of small log and utility wood (#4 Sawlog) is estimated in the harvest units for a total of 10,770 MBF. Removal of utility wood is optional. The contract expiration date is August 31, 2031. The purchaser is required to deposit a performance bond with the State for an amount of $100,000.00.
To qualify bidders must, prior to the bid opening, not be in breach of any prior timber sale contract, and must submit a copy of their current Alaska Business License. The business license copy may accompany the sealed bid. The sealed bid shall be on forms provided by the Division of Forestry, marked on the outside with the timber sale name and number addressed to the GNA Forester, Southern Southeast Area Office, 2417 Tongass Avenue, Suite 213 Ketchikan, Alaska 99901 and will be accepted until 2:00 P.M. prevailing time, August 25, 2026. Sealed bids may also be presented in person to the Southern Southeast Area Office before the bid opening. All bids must be in the physical possession of the GNA Forester before bid opening. Bidders are responsible for assuring that their complete bid package is delivered on time.
For a bid to qualify, prospective bidders will be required to submit a 5% bid deposit of the total bid value. The State reserves the right to reject any or all bids. Unless all bids are rejected, the sale will be awarded to the responsible qualified bidder offering the highest total bid value for the timber on the sale. The State also reserves the right to waive technical defects in this advertisement in the best interest of the State. The minimum acceptable total bid price for the timber is $99,186.00.
If bidding as an agent for an individual, partnership, or corporation, the agent must submit with the bid a notarized power-of-attorney authorizing such agency. No agent may represent more than one principal, or bid in competition with the agent's principal.
