Kosovo: Statement by the Spokesperson on yesterday’s decision by the Kosovo Judicial Council

Under its Constitution, Kosovo is a multi-ethnic society governed by the rule of law and its justice system must reflect Kosovo's ethnic diversity.
The EU has consistently called on Kosovo to enable the re-integration of Kosovo Serb judicial personnel in line with Kosovo law and Dialogue agreements.
The EU welcomed the withdrawal, on 15 July 2026, of the resignations submitted by Kosovo Serb judges, prosecutors and support staff.
The EU deeply regrets yesterday's decision of the Kosovo Judicial Council (KJC) to accept the resignations of Kosovo Serb judges that had already been withdrawn. This follows similar decisions taken by the Kosovo Prosecutorial Council (KPC) and the Acting President in July with regard to the resignations of Kosovo Serb prosecutors. Those decisions appears incompatible with Kosovo law, due process and overall rule of law requirements in Kosovo.
They also run against the principles of a multi-ethnic judiciary, damaging confidence among the Kosovo Serb community, and undermining efforts towards a sustainable return to Kosovo institutions.
The EU calls on all relevant actors concerned to create the conditions for a multi-ethnic judiciary, in full compliance with Kosovo law, due process, and the commitments made in the EU-facilitated Dialogue.
