The Software and Information Industry Association (SIIA) and a coalition of technology and policy organizations submitted a letter to New York state legislative leaders opposing the RAISE Act (A.6453/S.6953). While supportive of safe and equitable AI development, the letter warns that the bill's rigid pre-deployment requirements and expansive liability provisions would stifle innovation, particularly among startups and smaller developers, and create legal uncertainty for the entire AI ecosystem.
The letter highlights how the RAISE Act's framework could slow progress in critical areas like education, healthcare, and infrastructure, while doing little to enhance actual safety. It also raises concerns about the bill's potential extraterritorial reach and calls instead for targeted approaches to address misuse. The signatories urge lawmakers to reconsider the bill to preserve New York's role as a leader in technology and innovation.
