Southwestern University has named Dr. Troy Johnson Vice President for Enrollment Management. Beginning April 1, he will lead the University’s strategic enrollment strategy, working closely with campus partners to strengthen student recruitment and success and to support Southwestern’s long-term strategic goals.
Johnson brings substantial senior leadership experience and a record of building high-performing enrollment organizations. Most recently, he served in the University of North Carolina System as Vice Chancellor for Enrollment Management at Appalachian State University, where his division led initiatives that set enrollment records, strengthened technology systems, and earned a statewide award for innovation in enrollment and student success programming.
Johnson previously served as Vice President for Enrollment Management at The University of Texas at Arlington, where he led a division of more than 200 staff, launched new Metroplex partnerships, and oversaw the awarding of $500 million in annual financial aid. Known for his innovation, external partnership development, and strategic planning strategies that help students, families, and communities, his teams have received many accolades, including three State of Texas Star Awards that recognize data-driven programs for increasing student access and success.
Johnson’s contributions to statewide collegiate and workforce success are extensive. He served as chair of the Texas Enrollment Services Efficiency Committee and as a member of the ApplyTexas admission committee, the myFutureNC education attainment committee, and the Texas Higher Education Coordinating Board and Texas Education Agency committees. He is a past president of the Texas Association of Collegiate Registrars and Admissions Officers. His nationally regarded record includes serving on the College Board National Guidance and Admissions Council and the American Council on Education Transfer Student Success Task Force and as a negotiator in the US Department of Education federal financial aid rule-making process.
President Laura Skandera Trombley said Johnson’s experience and strategic leadership will help position Southwestern for continued success in an increasingly competitive enrollment landscape.
“Troy brings a deep understanding of enrollment strategy and a proven ability to lead sophisticated, data-driven enrollment operations,” Trombley said. “His experience building strong teams and developing innovative recruitment strategies will help Southwestern continue to attract talented students from across the country.”
Johnson said he is excited to join the Southwestern community.

Johnson began his career at Texas Tech University, where he spent more than a decade in roles of increasing responsibility, including assistant academic dean. He holds a Doctor of Education in Higher Education Administration, a Master of Arts in Economics, and a Bachelor of Business Administration in Finance, all from Texas Tech University, and also completed graduate research and studies at Loughborough University in England.
