Fire Commissioner Robert S. Tucker appointed Chief Paul Miano as Chief of EMS Operations. Chief Miano replaces retired Chief of EMS Michael Fields.

About Chief of EMS Paul Miano
Chief Miano is a 26-year veteran of the Department. As Chief of EMS Operations, he will oversee the Department's more than 4,000 EMTs, Paramedics, EMS Officers and civilian employees in the EMS Bureau, and will be responsible for overseeing operations, planning, strategic initiatives, and logistics.
Chief Miano joined the Department in 1999 as an Emergency Medical Technician in the borough of Brooklyn. In 2001, he completed his paramedic training and became a HazMat paramedic. He was selected to be one of the first Rescue trained Paramedics in 2006, serving in this position until being promoted to Lieutenant in 2008.
He worked in Manhattan for three years as a Lieutenant before returning to EMS Special Operations Command (SOC). As a Paramedic and Lieutenant, he was a member of FEMA Urban Search and Rescue NYTF-1 and the FDNY SOC Task Force. In 2013, he was promoted to Captain and assigned to EMS Operations.
In 2014, he returned to Special Operations and restructured its capabilities and training programs by spearheading the creation of regional approved protocols and developing the Marine Paramedic program. He is credited for leading the FDNY EMS response to the Ebola virus and assisting in creating Ebola response procedures and protocols.
Promoted to Deputy Chief in 2015, he supervised the Bronx and EMS SOC simultaneously. In response to world events, the Chief of Department tasked him to develop the EMS component of the FDNY Counter-Terrorism Task Force. He remained in this role until his promotion to Division Commander in 2019.
He served as the Brooklyn North Commander during the height of the COVID-19 pandemic until he was reassigned to EMS Operations to oversee the FDNY EMS Emergency Operations Center and, in March 2020, was appointed Deputy Assistant Chief. As a Deputy Assistant Chief, he served as the Borough Commander for Brooklyn and Staten Island until his promotion to Assistant Chief in March 2023.
Chief Miano holds a BS in Emergency Management and Business Continuity from the Metropolitan College of New York.
He has earned his Masters degree from the Naval Post Graduate School's Center for Homeland Security and Defense in Security Studies.
