The Entrepreneur & Business Center (EBC) at Joliet Junior College (JJC) is proud to announce the launch of the CEJA Clean Energy Contractor Incubator (CECI), a program established under the Illinois Climate and Equitable Jobs Act (CEJA) through the Illinois Department of Commerce and Economic Opportunity (DCEO).
CECI is designed to empower small businesses and contractors, particularly those from historically underserved communities, by providing the tools and guidance needed to thrive in the State's fast-growing clean energy sector.
Through this no-cost program, participants will receive tailored business advising, access to specialized training and workshops that address the unique challenges of clean energy entrepreneurship. From building strong business foundations to preparing for funding opportunities and connecting with industry networks, the Incubator offers comprehensive support to help businesses grow and compete.
The incubator program is led by a team of diverse and experienced advisors. Leading the group is Jeff Scholtes, who brings nearly 40 years of experience in the energy sector and higher education. The business advising team includes Paige Kelly, Aidan Rockarts and Erik Schelling.
Kelly has a background in environmental science and small business management. She brings a people-centered approach, strong communication skills and hands-on operational expertise. Rockarts has advised more than 500 small businesses and facilitated over $1 million in grant funding. His experience in economic development and program design helps contractors secure resources and scale effectively. Schelling, a lifelong Joliet resident, brings over 30 years of experience in consumer and commercial banking, offering deep expertise in financial management and a strong community network to help entrepreneurs thrive.
The CEJA Clean Energy Contractor Incubator team works in collaboration with the JJC Entrepreneur & Business Center. The EBC is overseen by Brian Kincaid, an MBA graduate of DePaul University with more than 20 years of small business ownership and leadership experience. Kincaid provides team building and solution-focused advising to help entrepreneurs overcome challenges and achieve growth.
Another vital connection to the EBC is Dr. Deborah C. Anthony, an MBA graduate of Saint Xavier University with a doctorate in theology, with over 20 years of leadership and consulting experience. Dr. Anthony empowers entrepreneurs, nonprofits and faith-based organizations to build sustainable systems and strategies that drive community impact and organizational growth.
