Mehaffie’s Bills for Teachers, Healthcare Workers Pass Committees

HARRISBURG - Bills authored by Rep. Tom Mehaffie (R-Dauphin) in support of teachers and healthcare workers passed their respective committees today.

House Bill 1919, which passed the House Education Committee, would provide educators an opportunity to recover physically and mentally after being assaulted by a student or parent. It would preserve the employee's benefits, leave time and pay while he or she recovers, and it specifies the person's injury leave cannot impact adjudication of workers' compensation benefits.

House Bill 2341, which passed the House Health Committee, would create a Health Care Facility Threat Assessment Grant Program to help healthcare facilities conduct security risk assessments and make upgrades to their safety measures. Mehaffie wants the program to mirror one for schools and cited the Feb. 22, 2025, mass shooting at UPMC Memorial Hospital in York County as his impetus for writing the bill.

"These are important initiatives to help vulnerable workers at a time when attacks are sadly too common," Mehaffie said.

Mehaffie developed House Bill 1919 in conjunction with Rep. Paul Friel (D-Chester) and House Bill 2341 with Rep. Jason Ortitay (R-Allegheny/Washington).

"I'm hopeful the bipartisan support of these measures will help them get quick review and overwhelming approval by the full House. These are common sense and overdue," Mehaffie said.
