HUD Suspends eTool Requirement for Capital Needs Assessments

In a notice issued February 20, 2026, the Department of Housing and Urban Development (HUD) Office of Multifamily Housing Programs suspended two administrative requirements related to Capital Needs Assessments (CNAs).

Housing Notice 2026-02 immediately pauses the requirement to use the eTool for 10-year updated CNAs and suspends the review of these submissions by the Office of Asset Management (OAM). CNAs evaluate a property's physical condition to identify critical repairs needed and help plan capital spending to ensure properties remain safe and financially viable.

HUD states in the notice, "The department recognizes the eTool's limitations in handling certain specialized needs," in addition, "as the department works to achieve greater governmental efficiency, the reallocation of resources is necessary to continue accomplishing the mission objectives of HUD."

Moreover, the notice intends to streamline the 10-year CNA update process by suspending HUD review while the technical systems are being updated, allowing owners and lenders greater autonomy in asset management. Although health and safety obligations remain unchanged, responsibility for quality and adequacy shifts away from HUD and onto owners and lenders.
