City of Encinitas Unanimously Votes to Formally Begin Process of Withdrawing From the Cooperative Fire Management Agreement with Del Mar and Solana Beach

ENCINITAS, CA - June 11, 2025 - At a special meeting held on June 11, 2025, the Encinitas City Council voted 5-0 to formally begin the process of withdrawing from the Cooperative Fire Management Agreement shared with the cities of Del Mar and Solana Beach.

The agreement, which was first established in 2009, consolidated fire executive leadership and administrative functions under the Encinitas Fire Department, with the goal of promoting operational efficiency and regional coordination.

While the partnership has provided value for many years, City leaders concluded that the cooperative model no longer meets the growing needs of Encinitas. The City's recent assessment highlighted concerns with administrative sustainability, resource allocation, and the ability to scale services effectively under a multi-city governance structure.

"Encinitas is deeply proud of the collaboration we've had with our partner cities," said Fire Chief Joshua Gordon. "This decision was not made lightly, but it reflects the evolution of our public safety priorities and the need for a structure that supports long-term operational resilience."

The City of Encinitas will begin a phased transition to an independent fire management model and will work closely with Del Mar and Solana Beach to ensure continuity of services, staff support, and regional mutual aid coordination.

"We are committed to maintaining strong relationships with our neighboring communities," said Mayor Ehlers. "Public safety remains our top priority, and we will move forward thoughtfully and respectfully."

The City will provide regular updates to the community as the transition progresses.
