  • An Unhoused Internal Committee launched this year (comprised of representatives from nine City departments) that meets monthly to collaborate and share information; and

  • The Homeless Engagement & Liaison Program (HELP) created by the Richardson Police Department in 2022, consisting of six specially trained police officers that conduct homeless outreach/engagement.

2021 Bond Program Progress Continues with Foxboro Park Playground Ribbon Cutting
City Council members gathered last Saturday with City staff to celebrate the ribbon cutting for the Foxboro Park playground, 2600 N. Plano Rd., one of eight park playground replacement projects approved by Richardson voters as part of the 2021 Bond Program.

The improvements were funded through Proposition E, which focuses on updating neighborhood parks and recreation spaces across the city. Although the new playground was originally scheduled to open earlier this year, storm damage in the spring delayed final completion.

The reopening of the Foxboro Park playground represents continued progress in implementing projects from the 2021 Bond Program, which also includes improvements to streets, public buildings, sidewalks and drainage systems.

Santa's Village Taking Shape
Setup has begun at Huffhines Park for Santa's Village, the City's miniature holiday town, in order to be ready in time for December visitors. City Partners with FIFA for Breckinridge Park Tree Planting
Volunteers helped plant more than 100 trees at Breckinridge Park this week in celebration of Texas Arbor Day (Nov. 7), making a positive impact on the environment and our City's largest park. The event was presented by the City of Richardson along with the North Texas FIFA World Cup Organizing Committee; the trees were donated by local nonprofit One Earth One Chance and the Suresh family in the memory of their son Rajiv Suresh.

Types of trees planted included Cedar Elm, Bald Cypress and Red Oak.

Wildflower Seeding Underway
The annual wildflower planting program in Richardson is underway at numerous locations around the community including City of Richardson parks and medians. Parks and Recreation staff are planting two different mixes of wildflower seeds-one that includes corn flower, rocket larkspur and red corn poppy, and a second "native mix" that includes flowers such as Texas paintbrushes, wine cups, plains coreopsis and standing cypress.

About 50 acres are being sown this year with about 2,100 pounds of wildflower seeds. Some of the best places to see the flowers next spring will be Breckinridge Park, Huffhines Park and CityLine Park.

The wildflower planting program began in the early 1990s and has been beautifying Richardson ever since, landing the City on annual "Best DFW Cities for Viewing Wildflowers" lists. In addition to the annual fall plantings, residents, HOAs and other community groups can request and help fund wildflower planting in specific areas through the City's Operation Bloom Town program.

See below under Environmental for information on how you can plant wildflowers in your own garden this fall.

November Gardening To-Do List
The Dallas County Master Gardener Association, Inc. (DCMGA), a division of Texas A&M AgriLife Extension, has released its Garden Task List for November. The DCMGA's list of tasks includes:

  • Select and plant shrubs and trees, especially those that are grown for fall foliage, while fall color is visible. Wait until the winter dormant season for planting shade trees or transplanting large woody shrubs or ornamental trees. October to January is the time to plant trees and shrubs that are "balled and burlapped."

  • Prune dead wood from trees and shrubs, but wait until the dormant season for major re-shaping. Remove spent summer annuals, pruning dead bloom spikes off warm season perennials, and re-shaping overgrown perennials later in the season.

  • Bring potted tropicals and houseplants inside, inspect for insects that could multiply rapidly indoors.

  • Mulch or gather leaves regularly as they drop, as a thick leaf layer on lawns can promote insects and diseases and delay winter dormancy. Add excess leaves to the compost pile or shred leaves and use as mulch in beds.

Complete task list: https://www.dallascountymastergardeners.org

Plant Wildflower Seeds ASAP for Spring Blooms
Now is the perfect time to plant wildflower seeds to fill your landscape with blooms in the spring, according to Texas A&M AgriLife Extension experts. Planting in September, October or early November gives wildflowers time to establish before winter dormancy.

For blooming success, it's all about choosing the right spot and preparing the soil, specifically:

  • Plant in full sun with at least six hours of sunlight daily

  • Use well-draining soil

  • Loosen soil in existing beds or clear and till new areas

Scatter the seeds evenly; gently press them into the soil to ensure good contact, but don't bury them entirely. Water newly planted seeds to get them started, but don't overwater.

The experts advise to choose a regional seed mix designed for this area. The City of Richardson plants two types of mixes; see story in News above for more information.
