Final Reports Released on Officer-Involved Shooting Investigations in Hampstead and Keene

Concord, NH - Attorney General John M. Formella announces that the New Hampshire Department of Justice is releasing the final reports from investigations into two separate, unrelated officer-involved shootings: a March 18, 2024, incident in Hampstead, New Hampshire, and an April 29, 2025, incident in Keene, New Hampshire.

These releases come following the resolution of related criminal cases involving individuals in each incident.

After a comprehensive review of all available evidence, the Department has completed its determinations regarding both incidents and the individuals involved.

In the Hampstead incident, the Attorney General has determined that Hampstead Police Deputy Chief Adam Dyer and Detective A. Scott Randell were legally justified in their use of deadly force against Robert Boulter. Mr. Boulter survived the injuries he sustained.

In the Keene incident, the Attorney General has determined that Keene Police Officer Jake Dube was legally justified in his use of deadly force against Cullen Costa. Mr. Costa survived the injuries he sustained.
